193 <br /> <br /> Ms. Slaughter's priOrities included: school reform from an educational and financial <br />basis, reorganizing how administrative services are provided; looking at the quality of <br />pre-school (four-year old) programs, including determining if all in need are served and an <br />evaluation of the existing program~ and improving education/test scores. <br /> <br /> Mr. Cox recommended that the agendas of School Board/Council lunch meeting be <br />planned three to four months in advance, and that the format be more of a work session. <br /> <br /> The meeting was adjourned. <br />President (~ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL V~ffLL BE HELD ON Monday, November 11, <br />1996 AT 7:00 p.m. IN THE Basement Conference Room <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: DoWntown Issues <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - November 11, 1996 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />Council discussed the possibility oftwo-waying Market Street. <br /> <br /> Ms. Judith Mueller, Director of Public Works, said that there is concern about entering <br />and existing the Market Street parking garage should the street be made two-way. <br /> <br /> Mr. Toscano said he idoes not feel there is a coherent argument for two-waying Market <br />Street. <br /> <br /> Ms. Slaughter said sl~e thinks two-waying Market Street would give more options for <br />moving around the mall and would increase traffic flow. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, said that two-waying <br />Market Street would provide better access to the parking garage. <br /> <br /> Mr. O'connell said that if Council is interested in exploring the advisability of <br />two-waying Market Street, there will be a cost involved in such a study. <br /> <br /> Mr. Toscano asked that staff`provide a cost estimate for a study oftwo-waying Market <br />Street. <br /> <br /> Ms. Slaughter said cost estimates are needed for a traffic reduction plan. <br /> <br /> Councilors agreed that parking fines should be increased to $10, with one ticket per <br />year exempted, and that paiking rates should be increased from $0.25 to $0.50 per hour. <br /> <br /> Councilors said that the issue of the two parking lots and the future of City Market <br />would be discussed at a latz,r time. <br /> <br /> Mr. O'Connell recom~ nended that the Charlottesville Downtown Foundation be <br />approached about a cooper itive effort to create a parking map for downtown. <br /> <br /> <br />
