216 <br /> <br />reasonable exceptions have been made and the ordinance is one way to protect <br />neighborhoods and youth. <br /> <br /> Ms. Richards said she has been hearing from individuals and neighborhood associations <br />supporting the curfew, and has decided to support the ordinance as an expression of <br />solidarity with the neighborhoods. Ms. Richards asked that the Police use the curfew <br />responsibly and implement it fairly, and asked neighborhoods to cooperate with the Police. <br /> <br /> Ms. Slaughter said her concern is with young children unsupervised late at night. Ms. <br />Slaughter said she realizes that this is a serious ordinance, and thinks the evaluation will be an <br />important process. <br /> <br /> The ordinance entitled "AN ORDINANCE TO _~VIEND AND REORDAIN SECTION <br />17-7 OF CHAPTER 17 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br />AMENDED, RELATING TO A GENERAL CURFEW FOR MINORS," as amended, which <br />was offered at the December 2nd meeting, was approved by the following vote. Ayes: Ms. <br />Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Noes: Mr. Cox. <br /> <br />RESOLUTION: SPECIAL PERMIT FOR ST. ANNE'S <br /> <br /> Mr. Huja explained that the resolution would amend the special permit for St. Anne's to <br />allow them to add a building and 39 parking spaces. Mr. Huja said St. Anne's has agreed to <br />entrance/exit changes, screening of lights, and a new parking struct~are. <br /> <br /> Mr. Cox recommended that a fence and lockable gate be constructed to prevent <br />students from being dropped off on Tw~man Road. Mr. Cox said that he feels the connector <br />road is an important concession made by the school. <br /> <br /> Ms. Slaughter suggested that the internal road be in place at the time of completion of <br />the construction, and asked St. Anne's to notify the Council when they have notified parents <br />about the drop oflTpick up rules. <br /> <br /> Mr. Cox said he does not want to restrict St. Anne's growth, but wants only to control <br />the traffic. <br /> <br /> Restricting construction trucks to St. Anne's property was discussed, and it was agreed <br />that an exception would be made for large trucks that are not able to navigate the small road <br />into St. Anne's and would be allowed to use Twyman Road. <br /> <br /> Mr. O'Connell said he feels that the truck access can be dealt with during the building <br />permit phase. <br /> <br /> Mr. Toscano recommended that the requirement to lock the parking lot be deleted if <br />the school agrees to solve problems if they occur. <br /> <br /> Mr. Craig Brown, Deputy City Attorney, said a condition could be added requiring St. <br />Anne's to take steps to eliminate unauthorized use of their parking lot. <br /> <br /> It was agreed that the restriction on the number of students would be eliminated, but <br />the restriction on the traffic count not exceeding 10% will remain. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the resolution granting a <br />special permit for St. Anne's Belfield School was unanimously approved by Council. <br /> <br /> WHEREAS, St. Anne's-Belfield, Inc., owner of St. Anne's- Belfietd Upper School, <br />located at 2132 Ivy Road, has requested an amended special permit to expand the school by <br />adding an indoor activities building with site alterations and off-street parking. This property <br />is further identified on City Real Property Tax Map #7 as parcel 1.10, having approximately <br />600 feet of frontage on Ivy Road, 40 feet of frontage on Tw~yman Road, and containing <br />approximately 915,631 square feet of land, or 21 acres; <br /> <br /> <br />
