132 <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 19-95 OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO A CHANGE <br />IN THE RETIREMENT PLAN AFFECTING PUBLIC SAFETY OFFICERS" was offered <br />and carried over to the next meeting for consideration. <br /> <br />· PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Daugherty encouraged citizens to call members of the General Assembly and urge <br />them to support a welfare bill proposed by Mr. Brickley which would give welfare clients a <br />year of education or training prior to requiring that they work, and would guarantee childcare <br />while they make the transition to work. Ms. Daugherty noted that the City's Social Services <br />Advisory Board supports the Brickley bill. <br /> <br /> Mr. Toscano asked Councilors to review information provided by the Virginia <br />Association of Railway Patrons and to let him know if they would tike the resolution on the <br />next Council agenda. <br /> <br /> Mr. Toscano announced that he will hold an open house on February 23rd to discuss <br />neighborhood issues: <br /> <br /> Mr. Toscano asked Councilors to review the memorandum on the status of housing <br /> initiatives so that a work session can be held in the near future. <br /> <br /> On motion by Ms: Slaughter, seconded by Rev. Edwards, Council unanimously voted <br />to meet in executive session for the purpose of appointing members to various City boards or <br />agencies, and for the purpose of considering the acquisition or use or real property for public <br />purpose, orthe disposition of publicly held property, more specifically described as property <br />west of 2nd Street on the downtown mall, as authorized by Section 2.1-344(a)(1) and (3) of <br />the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. <br />Slaughter, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii)only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: CHARLOTTESVILLE INDUSTRIAL DEVELOPMENT <br />AUTHORITY <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, the following appointments <br />were unanimously made to the Charlottesville Industrial Development Authority Byron <br />Brown (unexpired term effective immediately, to expire April 2, 1996); Frank Buck <br />(unexpired term effective immediately, to expire April 2, 1998); Susan Cabell and Elizabeth <br />Woodard (terms effective April 3, 1995, to expire April 2, 1999). <br /> <br />The meeting was adjourned. <br /> <br />President <br /> <br /> <br />
