138 <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Daugherty announced a breakfast and seminar on advertising strategies for small <br />businesses sponsored by the City's Office of Economic Development, PVCC and the <br />Chamber of Commerce at PVCC on March 21 st. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Council unanimously voted <br />to go into executive session for the purpose of discussion of personnel matters, specifically <br />related to the hiring of an Economic Development director; for the purpose of considering <br />the acquisition or use of real property for public purpose, or the disposition of publicly held <br />property, more specifically described as property south of Belmont and property west of 2nd <br />Street; and for the purpose of consultation with legal counsel concerning matters pertaining <br />to actual or probable litigation or other matters requiring legal advice, as authorized by <br />Section 2.1-344(a)(1), (3), and (7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Mr. <br />Vandever, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> The meeting was adiaurned. <br />President <br /> <br />NOTICE OF SPECiAL MEETING <br /> <br />A SPECIAL MEETING OF THE COIo~NCIL WqLL BE HELD ON Thursday, March 9, <br />1995 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 9, 1995 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. Herb Cottrill, Assistant Superintendent of Schools, explained that the schools have <br />experienced a slight decline in enrollment and changing demographics of its student <br />population. The budget reflects $400,000 in new money from the City as opposed to the <br />actual $300,000 shown in the City's proposed budget. An additional $20,000 in state money <br />is anticipated that is not reflected in the budget, but an additional unbudgeted expenditure of <br />over $10,000 for a triennial census will have to be made, according to Mr. Cottrill. <br /> <br /> Responding to a question from Ms. Slaughter, Dr. Dorothea Shannon, Superintendent <br />of Schools, stated that the Performing Arts Center manager is basically a half-time position, <br />with revenue available to add hours when there is the demand. <br /> <br /> Rev. Edwards requested that the schools provide information on the accomplishments <br />made in last year's goals in the Strategic Plan. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Cottrill stated that the athletic <br />trainer position at the high school has been eliminated, but not the service. The schools are <br />working with a health care vendor to provide this service as part of their contract, and the <br />University of Virginia may provide trainers. <br /> <br /> <br />
