i46 <br /> <br /> The ordinance entitled "AN ORDINANCE AtV~NT)ING AND REORDgd2qlNG <br />SECTION 15-246 OF ARTICLE 8 OF THE CHARLOTTESVILLE CiTY CODE, 1990, <br />AS AMENDED, PROHIBITING ROLLER SKATES, ROLLERBLADES AND <br />SiCATEBOARDS ON THE DOWNTOWN MALL," which was originally offered at the <br />September 19, 1994 meeting, was approved by the following vote. Ayes: Ms. Daugherty, <br />Rev. Edwards, Ms. Slaughter, Mr: Toscano, Mr. Vandever. Noes: None. <br /> <br />ORDINANCE: INCREASING BUSINESS LICENSE TAX FOR VENDORS <br />(PEDDLERS) AND ITINERANT MERCHANTS TO $125 <br /> <br /> Nh-. Gouldman stated that staff has discussed the license tax for vendors, trying to be <br />fair to different categories of businesses and striking a sense of fairness. <br /> <br /> Mr. Toscano noted that the mall committee had originally recommended that the tax be <br />increased to $250, but the reconunendation is to only increase the tax to $125. <br /> <br /> On motion by Ms: Daugherty, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 14-49 OF CHAPTER 14 <br />OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, CHANGING THE <br />BUSINESS LICENSE TAX FOR PEDDLERS AND iTINERANT MERCHANTS" was <br />offered and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: AMENDING VENDOR ORDINANCE -ENFORCEMENT OF CITY <br />MARKET RULES AND INCREASING SIZE OF VENDORS STANDS <br /> <br /> Mr. 'Gouldman explained that the proposed ordinance would: provide for enforcement <br />of City Market rules which restricts vendors from vending within the blocks designated for <br />City Market on the mall, eliminates the reference to the Downtown Board of Architectural <br />Review which no longer exists; and increases the maximum size of a vending stand to a <br />maximum of i 0' by 10'. <br /> <br /> Ms. Slaughter stated that she does not think the vendor regulations that deal with <br />certificate of appropriateness and size limitations are appropriate for the City Market which <br />already has separate controls. Ms. Slaughter stated that she views City Market as a separate <br />community event which should be exempted. <br /> <br /> Mr. Gouldman stated that the ordinance could be amended to declare the City Market a <br />special community event. Mr. Gouldman recommended that the amendment be offered as a <br />first reading of the ordinance. <br /> <br /> Mr. Vandever agreed that the City Market should be allowed to set standards for its <br />vendors. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, the ordinance entitled <br />"ORDINANCE AMENDING AND REORDAINING SECTIONS 8-1, 28-119, AND <br />28-121 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING <br />TO VENDORS," was amended by designating the City Market as a special community event <br />and exempt from size and certificate of appropriateness requirements, and carried over to the <br />next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Ann John, parent of one of the skateboarders, asked Council to take their request <br />for space for a skateboarding facility seriously, adding that is important to many of the youth <br />in our community. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that the City may be able to be a catalyst in helping with a <br />skateboarding facility, but noted that many people interpret help as financial help.
