Edwards stated that he feels you either can pay now to help with youth actMties, <br />or pay later with other services. <br /> <br /> Mr. Toscano notified Councilors that samples of lighting fixtures proposed for the West <br />Main Street bridge will be on display at 6:45 p.m. prior to the work session on March 23. <br /> <br />APPOENTMENT: SOCIAL DE¥%LOPMENT COMMISSION <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />TRANSIT SERVICE <br /> <br /> Council discussed the Charlottesville Transit Systern, including options for dealing with <br />the reduction in federal funding. Possible CTS goals were identified: attract more riders; <br />provide safe alternative to automobiles; marketing CTS to increase ridership; provide service <br />within 4 blocks; provide transportation to those who have no other means of transportation. <br /> <br /> Mr. Toscano asked for information about the budget implications of changes <br />recommended by the CTS consultant and information on the point of diminishing returns and <br />optimal operating levels. <br /> <br /> <br />
