152 <br /> <br /> 10. Approval of this permit is conditioned upon the applicant's compliance with the <br />plans approved by the Board of Architectural Review. <br /> <br />11. This permit shall not be assigned without the express permission of City Council. <br /> <br />c. RESOLUTION: Establishing Regional Community Criminal Justice Board <br /> <br /> WHEREAS, the Virginia General Assembly enacted the Community Diversion <br />Incentive Act of 1980 to establish community corrections programs for nonviolent offenders <br />in an effort to reduce prison and jail overcrowding; and <br /> <br />WHEREAS, the Jefferson Area Community Corrections Resources Board was formed under <br />the authority of the Code of Virginia Section 53.1-183 to establish community corrections <br />programs for nonviolent offenders in the localities of Albemarle, Charlottesville, Fluvanna, <br />Goochland, Greene, Louisa, and Nelson; and <br /> <br /> WHEREAS, the Virginia General Assembly revised the Community Diversion Incentive <br />Act on September 30, 1994 and enacted the Comprehensive Community Corrections Act <br />which replace the former Community Corrections Resources Boards with the new <br />Community Criminal Justice Boards; and <br /> <br /> WHEREAS, the aforementioned communities continue to believe that working <br />together on community corrections is in the best interest of the citizens of their jurisdiction; <br />and <br /> <br /> WHEREAS, the County of Albemarle has offered to continue the role of fiscal agent; <br />and <br /> <br /> WHEREAS, the Thomas Jefferson Planning District Cormnission is agreeable to <br />staffing the Community Criminal Justice Board; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City of Charlottesville agrees to: <br /> <br />1. join in creating the Jefferson Area Community Criminal Justice Board; <br />2. appoint members to serve on the Jefferson Area Community Criminal Justice Board; <br />3. participate in appointing the remaining members as required under the law; <br />4. request the Thomas Jefferson Planning District to provide staff assistance; and <br />5. continue the role of fiscal agent. <br /> <br />d. RESOLUTION: Proclaiming CDBG Week <br /> <br /> e. ORDINANCE: "AN ORDINANCE TO QUITCLAIM NATURAL GAS <br />LINES LOCATED IN ALBEMARLE COUNTY ROADWAYS 1N THE DUNLORA <br />SUBDIVISION TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION" (carried <br />over) <br /> <br />PUBLIC HEARING: PROPOSED FY 95-96 BUDGET <br /> <br />The public hearing was opened. <br /> <br /> Ms. Lida Arnason, 345 Heron Lane, and a Jefferson Area BOard for Aging staff <br />member, stated that JABA has amended its funding request by eliminating the $15,000 for <br />three months' rent at the Market Street facility, and is now only asking for $4,508 in <br />operating expenses for the site. Ms. Arnason explained that JABA will find a way to pay <br />other expenses associated with use of the facility. · <br /> <br />Mr. Dan McCrystal, representing the W°°len~Mills Neighborhood Association, stated <br />that the Association approves of the use of the Market Street facility as a senior center and <br />urged Council to help make the center a realit~/~~ ~' ' ,~'~-~'~ ...... ~ ~ <br /> <br /> <br />
