Edwards, seconded by Ms. Daugherty, "AN ORDiNANCE TO <br />ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES OF PROPERTY <br />FOR THE PASqVIENT OF iNTEREST AND RETIREMENT OF THE CITY DEBT, FOR <br />THE SUPPORT OF THE CiTY GOVEKNMENT AND CITY SCHOOLS, AND FOR <br />OTHER PUBLIC PURPOSES" was offered and carded over to the April 1 lth meeting for <br />consideration. <br /> <br />ORDINANCE: BUDGET APPROPRIATION <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, "RESOLUTION <br />ADOPTiNG THE BUDGET FOR THE CITY OF CHARLOTTESVILLE FOR THE <br />FISCAL YEAR BEGINNING JULY 1, 1995, AND ENDiNG JUNE 30, 1996 AND <br />PROVIDiNG FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH FISCAL <br />YEAR" was offered and carried over to the April 1 lth meeting for consideration. <br /> <br />ORDIN-ANCE: iNCREASiNG BUSINESS LICENSE TAX FOR VENDORS <br />(PEDDLERS) AND ITINERANT MERCHANTS TO $125 (2nd reading) <br /> <br /> Ms. Slaughter asked if the vendor fee would apply to persons selling door-to-door, and <br />Mr. Clyde Gouldman, City Attorney, replied that he believed it did apply to them. <br /> <br /> The ordinance entitled "AN ORDiNANCE AMENDiNG AND REORDAINING <br />SECTION 14-49 OF CHAPTER 14 OF THE CHARLOTTESVILLE CITY CODE, 1990, <br />AS AMENDED, CHANGING THE BUSINESS LICENSE TAX FOR PEDDLERS AND <br />ITINERANT MERCHANTS," which was offered at the March 20th meeting, was approved <br />by the following vote. Ayes: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, <br />Mr. Vandever. Noes: None. <br /> <br />ORDINANCE: AMENDiNG VENDOR ORDiNANCE - ENFORCEMENT OF CITY <br />MARKET RULES Al'fi) iNCREASiNG SIZE OF VENDOR STANDS <br /> <br /> Ms. Daugherty noted that the vendor ordinance will not apply to the City Market <br />because it is a special community event. <br /> <br /> Ms. Slaughter recommended that the certificate of appropriateness required for vendors <br />within the design control district be applied to other people who vend in areas adjacent to the <br />mall. <br /> <br /> Mr. Gouldman stated that the definition of vendor could be amended to include those <br />areas where private property abuts the mall. Mr. Gouldman recommended that the ordinance <br />be amended to include this change and carried over for a second reading. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the ordinance entitled <br />~'AN ORDiNANCE AMENDiNG AND REORDAINTNG SECTIONS 8-1, 28-119, AND <br />28-121 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATiNG <br />TO VENDORS," as amended to include vendors on parcels of land abutting public streets, <br />was offered and carried over to the next meeting for consideration. <br /> <br /> Mr. Toscano asked Councilors to consider whether the kiosk fee is out of line (too <br />high) when compared to the sidewalk cafe and vendors fees on the downtown mall. <br /> <br />ORDINANCE: REZONING 1002 E. JEFFERSON FROM R-3 TO B-1 <br /> <br /> Mr. Satyendra Huja, Director of Community Development, sated that the Planning <br />Commission recommended approval of the rezoning for the following reasons: 1) It is in <br />harmony with the Comprehensive Plan of the Land Use Plan; and 2) It has not had nor would <br />it have a significant adverse impact on the surrounding neighborhood. <br /> <br /> <br />
