159 <br /> <br />COUNCiL CHAMBER - April 17, 1995 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever (arrived late). <br /> <br />PUBLIC <br /> <br /> Ms. Sibley John, 1804 Chesapeake Street, stated that she understands that conditions of <br />the contract for sale of the property for the ice skating rink has not been met and urged <br />Council to terminate the sale. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, stated that he does not think Lee Danielson has <br />met the terms of the contract to purchase the property for the skating rink, and asked that the <br />contract be voided and the deposit of $20,000 retained by the City for sidestreet <br />improvements, for the amphitheater, or for two-waying of Market and 7th Streets. <br /> <br />CONSENT AGENDA <br /> <br />Mr. Toscano removed the transit grant from the consent agenda. <br /> <br /> Ms~ Slaughter listed some of the programs funded with the JTPA funds: MACAA <br />vocational program, work release, dislocated workers, PVCC JobSight, TeenSight, and <br />WorkSource Enterprises. <br /> <br />Ms. Daugherty asked that the amounts for each program be provided to Council. <br /> <br /> Mr. Toscano explained that the Summer Arts Festival will occur on July 22nd and will <br />be a cooperative effort of First Night Virginia, the Summer Arts Festival Committee, <br />Charlottesville Downtown Foundation, and other community organizations and should help <br />bring people downtown. Mr. Toscano noted that it is hoped that the Summer Festival will <br />become self-sufficient in time. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the following consent <br />agenda items were approved, -with Rev. Edwards and Mr. Vandever absent for the vote: <br /> <br />Minutes of March 9, t5 and 20 <br /> <br />APPROPRIATION: $2,916,567 - Job Training Partnership Act (carried over) <br /> <br />c. APPROPRL4,TION: <br /> <br />RESOLUTION: <br /> <br />$10000 - Summer ga-ts Festival (carried over) <br />Approving auditor's contract <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />Mayor is hereby authorized to execute on behalf of the City the following document, in form <br />approved by the City Attorney, the City Manager and the Director of Finance: <br /> <br />Agreement between the City of Charlottesville, and the auditing <br />firm of Deloitte & Touche to conduct the City's annual <br />financial audit required by law. Such agreement shall extend a <br />maximum of five (5 years) <br /> <br />RESOLUTION: Approving FY 95-96 Consolidated Plan <br /> <br />ORDINANCE: "AN ORDINANCE TO QUITCLAIM NATURAL GAS <br /> LIN-ES LOCATED IN ALBEMARLE COUNTY ROADWAYS IN THE <br /> DUNLORA SUBDIVISION TO THE VIRGINIA DEPARTMENT OF <br /> TRANSPORTATION" (2nd reading) <br /> <br /> <br />
