<br /> Council met in regular session on this date with the following members present: Ms~.
<br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever.

<br /> At the request of Ms. Hannah Twaddell with the Thomas Jefferson Planning District
<br />Commission, Council voted to recognize "Give Air a Brake Day" and encourage those
<br />working to promote clean air and reduce traffic, with Rev. Edwards absent for the vote.
<br />
<br />Ms. Slaughter challenged Councilors to participate in "Give Air a Brake Day."
<br />
<br />Mr. Toscano introduced ~M1-. Jim Gahres, the Director of Economic Development.

<br />CONSENT AGENDA
<br />
<br /> On motion by Mr. Vandever, seconded by Ms. Daugherty, the following consent
<br />agenda items were unanimously approved, with Rev. Edwards abstaining from voting on the
<br />minutes of April 17, and the minutes of April 3rd amended.
<br />
<br />1. Minutes of April 3, 5, 11, and 17
<br />
<br />2. APPROPRIATION: $2,916,567 - Job Training Partnership Act (2nd reading)
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that all
<br />amounts received from the Governor's Employment and Training Department of the
<br />Commonwealth of Virginia pursuant to the Job Training Partnership Act (including
<br />unexpended balances carried forward from prior years), estimated to total $2,916,567.00, are
<br />hereby appropriated to the JTPA Fund, to be expended by the Piedmont Job Training
<br />Administration on authorization from the City Manager or his designee, and in accordance
<br />with applicable state and federal laws and regulations, to carry out the purposes of the Act.
<br />
<br />3. APPROPRIATION: $10,000 - Summer Arts Festival (2nd reading)
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the
<br />sum of $10,000 is hereby appropriated from the unappropriated balance of the General Fund
<br />to the Piedmont Council of the Arts as start-up funds for the Charlottesville Summer Festival
<br />on July 22, 1995. This appropriation is conditioned upon reimbursement to the City of any
<br />revenues above expenditures for the Festival (up to $5,000).

<br />4. APPROPRIATION: $37,807 - Victim Witness Program Grant (carried over)
<br />
<br />5. APPROPRIATION: $187,889 - M. O. Mohr Center Grant (carried over)
<br />
<br />6. RESOLUTIO__~N~N: Extending Line of Credit - Crestar
<br />
<br /> WHEREAS, the City Council approved a resolution on May 16, 1994, authorizing the
<br />Director of Finance to secure a master line of credit (hereinafter "revolving line of credit") in
<br />the amount of $1,000,000 at terms favorable to the City in order to purchase co-collection
<br />refuse trucks; and
<br />
<br /> WHEREAS, Crestar Bank Offered the most favorable rates for said line of credit and
<br />subsequently a loan agreement between the City and Crestar was executed, which agreement
<br />carried an expiration date of April 20, 1995; and
<br />
<br /> WHEREAS, the Director of Finance recommends utilizing the line of credit for an
<br />additional three (3) years and allowing any major equipment purchase to be financed, and
<br />Crestar Bank has agreed to extend the loan agreement until April 20, 1998 under those terms;
