171 <br /> <br />Mr. Toscano asked ChiefWolford his view of the need for a youth curfew at this time. <br /> <br /> ChiefWolford stated that he would rather avoid a youth curfew, but since he has not <br />been in the community during the summer months, he would prefer to withhold judgment <br />until he has more experience. <br /> <br />Responding to a question from Mr. Toscano, Captain Rhodenizer stated that both the <br />downtown mall and West Main Street corridor are very safe areas with very few major <br />crimes, but noted that when a crime does occur in these areas there is significant publicity <br />given to it. Captain Rhodenizer added that situations of public drunkenness and homeless <br />persons on the mall contribute to the perception that it is an unsafe place. <br /> Mr. Toscano expressed appreciation for the Police Department and Chief Wolford's <br />efforts and stated that he hopes the Department feels they have Council's approval to try <br />different approaches. <br /> <br />RESOLUTION: PERMIT PARKING CHANGES <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that the permit parking program, <br />administered by the Treasurer and the Traffic Engineer, is designed to protect neighborhood <br />parking. Mr. Gouldman stated that it has been discovered that people have been <br />counterfeiting parking passes and therefore staffhave fine-tuned the parking permit <br />regulations as follows: defined a "guest;" permits will list an address and limiting the number <br />of guest permits per address to five. <br /> <br /> Ms. Slaughter asked if there are any laws under which people counterfeiting the passes <br /> could be prosecuted, and Mr. Gouldman stated that he thinks the Treasurers will have ways <br />to deal with the situation other than having to deal with violations. <br /> <br /> Ms. Slaughter stated that she thinks the counterfeiting of the passes should have some <br />severe consequences, and Mr. Gouldman stated that persons violating the regulations will <br />lose their right to own a permit for up to three years. <br /> <br /> Ms. Jennifer Brown; City Treasurer, stated that she thinks the major changes made to <br />the passes will make it hard to counterfeit. <br /> <br /> Mr. Vandever stated that he thinks the recommendations are good changes to make and <br />has heard enthusiastic support from neighborhood meetings. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the resolution making <br />changes to the permit parking regulations was approved by Council, with Rev. Edwards <br />absent. <br /> <br /> Ms. Slaughter stated that she would like to have an ordinance making counterfeiting of <br />the permit parking passes a misdemeanor. <br /> <br /> Ms. Daugherty, Mr. Toscano, and tvlr. Vandever stated that they would prefer to wait <br />to see if enforcement is an issue before instituting a formal penalty. <br /> <br />ORDINANCE: REZONING 1009 LINDEN AVENUE FROM B-2 TO B-3 <br /> <br /> Mr. Huja stated that the Planning Commission recommended approval of the rezoning <br />for the following reasons: 1) It is in harmony with the Comprehensive Plan~and Use Plan; <br />and 2) The proposed use would be compatible with adjacent commercial uses existing and <br />planned for the area. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 34-15 OF THE ZONING ORDINANCE OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING <br /> <br /> <br />
