175 <br /> <br /> Ms. Daugherty recommended deleting the restriction of the small/minority business <br />assistance to CDBG neighborhoods, the Mall District and the West Main Street corridor to <br />make it more accessible. <br /> <br /> Mr. Hendrix stated that he thought there needed to be a mechanism for matching <br />available jobs with City residents. <br /> <br /> In section II-70, #1 a.6., Mr. Huja noted that the reference to the design of Fontaine <br />Avenue was removed by the Planning Commission in light of the fact that there has been no <br />discussion of the road design with either Albemarle County or the University. <br /> <br /> It was agreed that a notation would be made that neighborhood sentiment favors a 2 <br />lane rOad on Fontaine Avenue. <br /> <br /> In section 111- 38, Ms. Daugherty recommended that the curbcut language recently <br />adopted by Council be incorporated. <br /> <br /> It was agreed that the reference to the downtown mall would be removed from the <br />Safety and Justice section. Councilors felt that the area should not be singled out as it is safe <br />from a statistical standpoint, and to only mention it in the section continues the perception <br />that it is not safe. In addition, other areas of the city are also considered important public <br />areas. <br /> <br /> In section 11-33, #7, Ms. Daugherty recommended adding language that the boundary <br />of the Ridge Street Historic District should be studied. <br /> <br /> It was agreed that a public hearing on the Comprehensive Plan/Land Use Plan would be <br />held on June 5th. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, Council voted to meet in <br />executive session to discuss a personnel matter as provided by Section 2.1-344(a)(1) of the <br />Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Ms. Slaughter, certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council, with Rev. Edwards and Mr. Vandever <br />absent. <br /> <br />The meeting was adjourned. <br /> <br />President <br /> <br /> CO[~NCIL CHAMBER- May 15, 1995 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Rev.
