175 Ms. Daugherty recommended deleting the restriction of the small/minority business assistance to CDBG neighborhoods, the Mall District and the West Main Street corridor to make k more accessible. Mr. Hendrix stated that he thought there needed to be a mechanism for matching available jobs with City residents. In section II-70, #1 a.6., Mr. Huja noted that the reference to the design of Fontaine Avenue was removed by the Planning Commission in light of the fact that there has been no discussion of the road design with either Albemarle County or the University. It was agreed that a notation would be made that neighborhood sentiment favors a 2 lane rOad on Fontaine Avenue. In section III- 38, Ms. Daugherty recommended that the curbCUt language recently adopted by Council be incorporated. It was agreed that the reference to the downtown mall would be removed from the Safety and Justice section. Councilors felt that the area should not be singled out as it is safe from a statistical standpoint, and to only mention it in the section continues the perception that it is not safe. In addition, other areas of the city are also considered important public areas. In section I1-33, #7, Ms. Daugherty recommended adding language that the boundary of the Ridge Street Historic District should be studied. It was agreed that a public hearing on the Comprehensive Plan/Land Use Plan would be held on June 5th. On motion by Ms. Daugherty, seconded by Ms. Slaughter, Council voted to meet in executive session to discuss a personnel matter as provided by Section 2.1-344(a)(1) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Daugherty, seconded by Ms. Slaughter, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council, with Rev. By acclamation, City Council approved a proclamation thanking Cole Hendrix for his 24 years as City Manager and proclaiming May 31 st as Cole Hendrix Day. Mr. Toscano presented Mr. Hendrix with flowers on the occasion of iris last City Council meeting.
