t83 <br /> <br /> Mr. Maurice Cox, 702 Ridge Street, spoke as a concerned parent and stated that he is <br />disturbed by the recent School Board appointments, asking how Council could justify having <br />the African American representation on the board decrease. Mr. Cox stated that there is a <br />lack of fairness in the decision making process and a lack of commitment to equal <br />representation. Mr. Cox stated that the community will monitor the School Board closely <br />and will hold Council accountable. Mr. Cox announced a community panel discussion on <br />Wednesday, June 14th at the Ridge Street fire station. <br /> <br /> Ms. Julia Spinner, 804 Raymond Road, a senior at Charlottesville High School, stated <br />that she does not like the make up of the School Board and feels it does not reflect the <br />population of the school system or the community. Ms. Spinner stated that none of the <br />School Board members live in African American neighborhoods. <br /> <br /> Mr. David Wyatt, Rothery Road, asked Council how they can rationalize selling land on <br />the downtown mall for $2 a square foot when Council offered to sell him land for $16 a <br />square foot. <br /> <br /> Mr. Toscano stated that the sale of property on the downtown mall includes the <br />requirement to make $82,800 in off-site improvements in addition to the $10,000 sale price, <br />which essentially makes the sale price approximately $16 a square foot. <br /> <br /> Mr. Kev'in Lynch, 609 Locust Avenue, expressed concern that the property on the west <br />end of the mall is being sold and that a large building will replace open space and public park <br />land. Mr. Lynch offered Council $15,000 for the property. <br /> <br /> Ms. Nancy Damon, 2407 Jefferson Park Avenue and a member of the Planning <br />Commission, announced that volunteers and donations are being sought for the <br />reconstruction of Tonsler Park and interested persons should contact Mary Newton. <br /> <br /> Mr. Elliott Towsey, 2319 Fontaine Avenue, speaking about the Comprehensive Plan, <br />stated that he objects to the idea of widening Fontaine Avenue, but would like to improve the <br />appearance of the entrance to the City. Mr. Towsey asked that the following be clarified: <br />how much private property will be taken for the proposed widening, what will citizens <br />receive in compensation, and when will the project be done. Mr. Towsey stated that <br />sidewalks are needed from Jefferson park Avenue to the research park. <br /> <br />Mr. Toscano thanked Mr. Towsey for his offer to donate trees to the City. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the following consent agenda <br />items were unanimously approved by Council: <br /> <br />a. Minutes of May 1 and 15 <br /> <br />b. RESOLUTION: <br /> <br />Approving permit parking for 1) Washington Avenue and <br /> 2) Rothery Road <br /> <br /> WHEREAS, residents of Washington Avenue between Jefferson Park Avenue and <br />Stadium Road have requested that City Council designate that street as a restricted parking <br />block; and <br /> <br /> WHEREAS, in accordance with the permit parking regulations, the City Traffic <br />Engineer has conducted on street parking surveys and mailed notice to all residents of the <br />affected area that Council will consider designating such area as a restricted parking block; <br />and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the total number of on street <br />parking spaces in the proposed restricted parking block were occupied, and at least 50% of <br /> <br /> <br />
