Mr. O'Conneli stated that work is expected to begin immediately on McGuffey and to be completed by Nove~t~er. On motion by Mr. Vandever, seconded by Ms. Slaughter, the following consent agenda items were unanimously approved by Council: a. Minutes of July i 0, 17 and 3 i b. APPROPRiATiON: $3,000 - Charlottesville-Albemarle Children and Youth Commission (2nd reading) WHEREAS, the Virginia Offices on Youth, w/nich provides funds to the Charlottesville/Albemarle Children & Youth (CACY) Commission, received a 25% cut in funding for fiscal year 1995-96; and WHEREAS, because of the reduction in funding, the CACY Commission suffered a budget shortfall of $12,933; and WHEREAS, the Commission made line item changes, which reduced the deficit from $i2,933 to $7,658; and WHEREAS, the C ACY Commission is requesting the City and the County of Albemarle to increase by $2,550 their respective a_~propriations to CACY for fiscal year 1995-96 to cover the shortfall; now, therefore, BE iT RESOLVED by the Council of the City oI Charlottesv~l e, Virginia, that fhe sum of $2,550.00, is hereby appropriated from the General Fund balance to expenditure account 05-020-062037 to be used as the City's share of the amount requested by CACY for their operating budget. BE iT FURTHER RESOLVED that this Council hereby appropriates an additional $450 to expenditure account 05-020-062037 to be used in support of Project SOAR (delinquency and dropout prevention program). c. APPROPRiATiONS: Consolidated Plan (CDBG Funds) FY 95/96 (2nd reading) WHEREAS, the City of Charlottesville has been advised of the approval by the U.S. Department of Housing and Urban Development of a Community Development Block Grant tbr the 1995-96 fiscal year in the total amount of $735,000, which includes funds for the 10th and Page Neighborhood totalling $200,000; reprogrammed funds of $60,300, and program income of $68,000. W-I-tEREAS, Citv Council has received recommendations for the expenditure of funds from the Community Development Block Grant (CDBG)TaSk Force, the City Planning Commission and the Social Development Commission; and has conducted a public hearing thereon as provided by law; now, therefore BE iT RESOLVED by the City Council of Charlottesville, Virginia, that the sums hereinafter set forth are hereby appropriated from funds received from the aforesaid grant to the following individual expenditure accounts in the Community Development Block Grant Fund for the respective purposes set forth; provided, however, that the City Manager is hereby authorized to transfer funds between and among such individual accounts as circumstances may require, to the extent permitted by applicahie federal grant regnlations.
