Minutes of July i 0, 17 and 3 i <br /> <br />b. APPROPRiATiON: $3,000 - Charlottesville-Albemarle Children and Youth <br /> Commission (2nd reading) <br /> <br /> WHEREAS, the Virginia Offices on Youth, w/nich provides funds to the <br />Charlottesville/Albemarle Children & Youth (CACY) Commission, received a 25% cut in <br />funding for fiscal year 1995-96; and <br /> <br /> WHEREAS, because of the reduction in funding, the CACY Commission suffered a <br />budget shortfall of $12,933; and <br /> <br /> WHEREAS, the Commission made line item changes, which reduced the deficit from <br />$i2,933 to $7,658; and <br /> <br /> WHEREAS, the C ACY Commission is requesting the City and the County of <br />Albemarle to increase by $2,550 their respective a_~propriations to CACY for fiscal year <br />1995-96 to cover the shortfall; now, therefore, <br /> <br /> BE iT RESOLVED by the Council of the City oI Charlottesv~l e, Virginia, that fhe <br />sum of $2,550.00, is hereby appropriated from the General Fund balance to expenditure <br />account 05-020-062037 to be used as the City's share of the amount requested by CACY for <br />their operating budget. <br /> <br /> BE iT FURTHER RESOLVED that this Council hereby appropriates an additional <br />$450 to expenditure account 05-020-062037 to be used in support of Project SOAR <br />(delinquency and dropout prevention program). <br /> <br />c. APPROPRiATiONS: Consolidated Plan (CDBG Funds) FY 95/96 (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville has been advised of the approval by the U.S. <br />Department of Housing and Urban Development of a Community Development Block Grant <br />tbr the 1995-96 fiscal year in the total amount of $735,000, which includes funds for the 10th <br />and Page Neighborhood totalling $200,000; reprogrammed funds of $60,300, and program <br />income of $68,000. <br /> <br /> W-I-tEREAS, Citv Council has received recommendations for the expenditure of funds <br />from the Community Development Block Grant (CDBG)TaSk Force, the City Planning <br />Commission and the Social Development Commission; and has conducted a public hearing <br />thereon as provided by law; now, therefore <br /> <br /> BE iT RESOLVED by the City Council of Charlottesville, Virginia, that the sums <br />hereinafter set forth are hereby appropriated from funds received from the aforesaid grant to <br />the following individual expenditure accounts in the Community Development Block Grant <br />Fund for the respective purposes set forth; provided, however, that the City Manager is <br />hereby authorized to transfer funds between and among such individual accounts as <br />circumstances may require, to the extent permitted by applicahie federal grant regnlations. <br /> <br /> <br />
