241 <br /> <br /> It was agreed that Mr. Martin, Ms~ Thomas, Ms. Slaughter, and Ms. Daugherty would <br />serve on the education subcommittee. <br /> <br /> It was agreed that Ms. Humph'is, Mr. Bowerman, Mr. Marshall, Mr. Toscano, and Mr. <br />Vandever would serve on the housing and joint planning subcommittee. <br /> <br />Mr. Toscano and Mr. Perkins agreed to meet to discuss other areas of interest. <br /> <br />Mr. Toscano said he feels formula based funding needs to be discussed in the future. <br /> <br /> Ms. Humphris said that if a reversion petition is filed, all negotiations will coine to a <br />halt. <br /> <br /> Mr. Vandever noted that negotiations could continue even if a petition is filed, and, if <br />agreements are reached, the Council could indicate to the Commission on Local Government <br />its preference not to continue with the reversion issue. <br /> <br /> It was agreed that the Board and Council would meet again on October 30th at 5:15 <br />p.m. <br /> <br /> The meeting was adjourned. <br />President <br /> <br />NOTICE OF SPECLS~L MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, September 25, <br />1995 AT 5:30 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - September 25, 1995 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms: Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugher¢T, Council unanimously voted <br />to meet in executive session for the purpose of appointing members to various City boards or <br />agencies, and discussion of a personnel matter, as authorized by Section 2.1-344(A)(1) of the <br />Virginia Code; and for the purpose of consultation with legal counsel and briefings by staff <br />members, consultants or attorneys, pertaining to probable litigation, or other specific legal <br />matters requiring the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably be identified as follows: changes in the form of local government structure, and <br />related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Ms. <br />Daugherty, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law- were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> T~eting 7ra~ adjour_,ned. <br />President <br /> <br /> <br />
