246 <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing was <br />closed. <br /> <br /> Mr. Gary O'Connell, Acting City Manager, recommended approval of the Enterprise <br />Zone for the West Main Street Corridor, with the addition of the Fifeville neighborhood, <br />assuming that it meets the necessary criteria for inclusion. <br /> <br /> Ms. Daugherty said she endorses the idea of the Enterprise Zone and feels it is a sign <br />that the City is open for business and that the residents of the adjacent neighborhoods are <br />respected. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the Council unanimously <br />approved the Enterprise Zone application for West Main Street, with the addition of the <br />Fifevitle neighborhood. <br /> <br /> WHEREAS, Section 59.1-270, et seq. of the Code of Virginia, as amended, referred <br />to as the Virginia Urban Enterprise Zone Act, perm/ts any governing body, after notice and a <br />public hearing, to make written application to the Department of Housing and Community <br />Development to have an area declared tc be an Urban Enterprise Zone; and <br /> <br /> WHEREAS, appropriate legal notice has been published and an opportunity for the <br />public to be heard at a public hearing has been given this day, November 6, 1995; and <br /> <br /> WHEREAS, this Council finds that an application for such an Urban Enterprise Zone <br />is in the best interest of the public and this City; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that the City <br />Manager is hereby authorized and directed to submit an application to the Department of <br />Housing and Community Development requesting designation of the West Main Street <br />corridor, the boundaries of which are shown on the attached Map labeled "Proposed <br />Charlottesville Urban Enterprise Zone", as an Urban Enterprise Zone; and <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville is committed to begin <br />the procedures to adopt the local incentives set forth in the referenced application; and <br /> <br /> BE IT FURTHER RESOLVED that this Council designates the City Manager to <br />serve as the Program Administrator for the West Main Street urban Enterprise Zone <br />application, and authorizes the City Manager to execute on behalfofthe City any document <br />required in such application; and <br /> <br /> BE IT FURTHER RESOLVED that this Council designates the City Manager to <br />submit all information needed to apply for enterprise zone designation and to carry out all <br />program administration and reporting requirements on its behalf. <br /> <br /> This resolution is intended to replace and be a substitute for an earlier resolution of <br />Council, adopted October 2, 1995. <br /> <br />RESOLUTION: $3,000 - BUKNLEY-MORAN PLAYGROUNI) <br /> <br /> Ms. Peggy Van Yahres, Mr. Fran Lawrence, and Ms. Ann Hemenway, parents of <br />Burnley-Moran students, requested that the Council approve tt~e $3,000 appropriation <br />toward theBurnley-Moran playground renovation, a community effort which includesa grant <br />from the Charlottesville-Albemarle Foundation. <br /> <br /> 'On motion byRev. Edwards, secon4ed byM&.~-Daugherty, the $3,000 appropriation for <br />the Burntey~MOran playground was offered and carried over to the next meeXiag~f~,r <br />consideration. <br /> <br /> <br />
