Edwards, seconded by Mr. Vandever, the ordinance entitled "AN ORDINANCE GRANTING A TELECOMMLrNICATIONS FRANCHISE TO HYPERION TELECOMMUNICATIONS OF VIRGINIA, INC., ITS SUCCESSORS AND ASSIGNS, TO USE THE STREETS AND OTHER PUBLIC PLACES OF THE CITY OF CI-L4RLOTTESVILLE, VIRGINIA, FOR ITS POLES, WIRES, CONDUITS, CABLES, AND FIXTURES FOR A PERIOD OF FIVE (5) YEARS" was offered and carried over to the next meeting fbr Consideration. PUBLIC There were no matters by the public. OTHER BUSINESS Mr. Toscano encouraged people to visit the exhibit at the Virginia Discovery Museum, "The Dawn of Sound." At the request of Mr. T0scano, Mr. O,Connell explained that on October 7th, a contractor accidentally put chlorine in the water line in the Rose Hill area and if citizens have any questions or claims, they can call the City Manager's Office or Rivanna Water and Sewer Authority. Mr. O'Connell stated that to the City's knowledge, the dxlorine did not present a health hazard. Mr. O'Connell announced that there are paper sorting changes at the Mclntire Recycling Center.
