269 <br /> <br /> Dr. Dorothea Shannon, Superintendent of Schools, stated that the City School have <br />been working with businesses in the Charlottesville and Albemarle area, and have formed a <br />Charlottesville-Albemarle School/Business Alliance to brainstorm ways for businesses and <br />schools to help each other. <br /> <br /> Dr. Shannon reviewed the process for development of the Strategic Plan, and Ms. <br />Arletta Dimbe~, Assistant Superintendent of Schools, reviewed the objectives of the <br />Strategic Plan. <br /> <br /> Mr. Toscano asked if the schools have given any thought to attaching a cost estimate to <br />the plan and Dr. Shannon replied that the cost will be addressed each year in the budget, and <br />noted that most money is attributed to staff development and training and revision of the <br />curriculum. <br /> <br />Mr. Toscano cautioned against adopting a plan that is not possible to accomplish. <br /> <br /> Measuring success of the Strate~c Plan was discussed and Ms~ Dimberg said that there <br />is a need to show both average scores and progress of individual students. <br /> <br /> Ms. Slaughter suggested that the City and School staff explore ways to consolidate <br />certain functions of the City and School systems. <br /> <br /> Responding to a question from Mr. Vandever about the reading initiatives program, <br />Ms. Dimberg stated that when the program began, 54% of second graders were reading at <br />grade level and now, three years later, 75% of second graders are reading at grade level. <br /> <br /> Ms. Daugherty explained that, as a resuk of discussions between the County and City <br />Schools, the Council and Board of Supervisors have met and prepared a draft resolution <br />gMng support to cooperative efforts between the City and County schools. <br /> It was noted that there are vet different approaches to special education in the City <br />and County, but it was recommended that the advisory boards for both systems meet to learn <br />about each approach since different approaches may better serve individual students. <br /> <br /> The meeting was adjourned. <br />President <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL HELD ON Wednesday, November 15, <br />1995 AT 5:15 p.m. IN THE County Office Building, <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Meeting with Albemarle County Board of Supervisors to discuss changes in <br />the form of local government structure, and related alternatives <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />COUNTY OFFICE BUILDING - November 15, 1995 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Rev.
