The substance of the <br />matters to be discussed can reasonably be identified as follows: changes in the form of local <br />government structure, and related alternatives. An executive session on this su~ect is also <br />authorized by Section 15~ 1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open sesSion and, on motion by Ms. Slaughter, seconded by Ms. <br />Daugherty, unanimously certified that, to the best of each member's knowledge, (i) only <br />public business matters lawfully exempted from open meeting reqUirements by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and (ii) <br />only such pUblic business matters as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br /> Mr. Charles Martin, Board of Supervisors member, explained that the education <br />subcommittee agreed to suggest to the City and County School Boards that they continue <br />discussions already begun on coordination and consolidation efforts, including: allowing <br />Albemarle County students to attend the Charlottesville High School fine arts program and <br />the City's alternative school; allowing Charlottesville students to attend programs at the new <br />County high school and'Murray High School; joint staff development and training, joint adult <br />education, joint summer schools, joint recruitment of teachers, and computer networking <br />between the two school systems. Mr. Martin said that special education programs were also <br />discussed, but this issue would require further study. <br /> <br /> Ms. Daugherty said that she is very gratified to find that the schoOl boards had already <br />come up with a partnership agreement and asked the Council and the Board of SuperVisors to <br />consider adopting a joint resolution that includes the subcommittee's recommendations. <br /> <br /> Mr. Toscano recommended that staff draft a resolution for consideration by the Council <br />and Board, but Mr. Martin said he felt it may be more appropriate for the school boards to <br />discuss the matter as it is difficult for the Board of Supervisors to command or direct the <br />school board to take action, especially now that the County School Board is elected. <br /> <br /> Mr. Toscano stated that he feels the resOlution could be written so as to suggest or <br />endorse the subcommittee's recommendations rather than directing the school boards to take <br />action. <br /> <br /> Ms. Daugherty said she believes that the school boards have been hesitant to move <br />forward and are looking to the Council and Board of SuperVisors for some word of <br />encouragement or endorsement. <br /> <br /> Mr. Toscano said that the City is sensitive to the issue of directing the City SChoOl <br />Board to take action, but he feels it is Council's responsibility as leaders to come forward <br />with what they tlfink are good ideas for the community. <br /> <br /> Mr. Forrest Marshall, Board of Supervisors member, said Albemarle County taxpayers <br />do not want to subsidize City Schools and he feels it should be left up to the school boards to <br />find ways to save money. <br /> <br /> It was agreed that staff would dram a resOlution for consideration by Council and the <br />Board of Supervisors. <br /> <br /> Mr. David Bowerman, Board of Supervisors member, and a member of the housing <br />subcommittee, said that a vehicle needs to be in place to work with the City and County to <br />move more peoPle toward home ownershiP, and said that County staff need to discuss the <br />issue further. <br /> <br /> Ms. Charlotte Humphris, Board of SuperVisors member, said that the City and County <br />have different strategies for dealing with assisted housing and a complete picture of housing <br />in the entire region is needed before taking action. <br /> <br /> <br />
