RESOLUTION: Approving permit parking on Cameron Lane <br /> <br /> WHEREAS, residents of Cameron Lane from Ivy Road to Rothery Road have <br />requested that City Council designate that street as a restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit parking regulations, the City Traffic <br />Engineer has conducted on street parking surveys and mailed notice to all residents of the <br />affected area that Council will consider designating such area as a restricted parking block; <br />and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the total number of on street <br />parking spaces in the proposed restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block were occupied by commuter <br />vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) the purpose and intent of the permit parking ordinance and <br /> regulations; <br /> <br />(b) the alternate means of transportation, if any, to and from the <br /> restricted parking blocks being established; <br /> <br />(c) <br /> <br />the adverse impact that restricting parking in such blocks might <br /> have on nearby neighborhoods that do not have permit <br /> parking; and <br /> <br />(d) the <br /> <br />adverse impact that such restrictions may have on the <br />non-residents of the proposed restricted parking block and <br />their ability to find available parking near their place of work; <br />now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that Cameron Lane <br />from Ivy Road to Rothery Road is hereby designated as a restricted parking block. <br /> <br />RESOLUTION: Approving sidewalk cafe for Higher Ground Restaurant <br /> <br /> WHEREAS, William F. Trager, Jr. has apPlied to City Council for a permit to operate <br />an outdoor cafe on the pedestrian mall at 112 West Main Street in connection with the <br />operation of its duly licensed restaurant (Higher Grounds Restaurant); and <br /> <br /> WHEREAS, this Council finds that the propOsed outdoor cafe is in keeping with the <br />intent of the pedestrian mall, can add significantly to successful commerce in the downtown <br />area, will not unreasonably restrict the movement of pedestrian traffic and will not endanger <br />the public health, safety or welfare; no,v, therefore, <br /> <br /> BE IT RESOLVED that William F. Trager, Jr. is hereby granted a permit to operate <br />an outdoor cafe on the pedestrian mall at 112 West Main Street, subject to the following <br />conditions and terms: <br /> <br /> 1. The permit shall be valid from its adoption (or effective date if different from the <br />date of adoption) until November 30, 1998, for operation of the cafe during the months of <br />March through November. Not later than November 30 of each year, the operator shall <br />remove from public property all furniture and equipment used for such caf~ operation. <br /> <br /> 2. The cafe shall be operated only in the designated area shown on the attached sketch. <br />The cafe shall be in operation only during the hours the restaurant is open. No cafe <br /> <br /> <br />
