285 <br /> <br />PRESENTATION: PIEDMONT YqRGINIA COMMUNITY COLLEGE PRESDENT <br /> <br /> Dr. Deborah DiCroce, President of Piedmont Virginia Community College, said that <br />the College currently has 6,599 students enrolled, 15% are minorities, and 69% are returning <br />students. The College continues its focus on partnerships, technology, community outreach, <br />and cultural diversity. Dr. DiCroce presented highlights for the year: joint respiratory <br />therapy program in conjunction with J. Sargent Reynolds Community College, Martha <br />Jefferson Hospital, and the University of Virginia Hospital; Piedmont Works Program; <br />Distance Learning Initiative; Center for Training and Workforce Development; early <br />admission honors link with U. Va.; high school relations model; new student/parent <br />orientation; multi-cultural diversity; continuing race relations dialogue; general course <br />outreach; introduction to the Internet; the college neighborhood which is in the planning <br />stages. <br /> <br /> Ms. Grace Tinsley, a city representative on the PVCC Board, thanked Council for its <br />support of education at the community college level. Ms. Tinsley said that the neighborhood <br />community college, a partnership between PVCC, U. Va., and the city, will have a major <br />impact on the revitalization of West Main Street. <br /> <br />PRESENTATION: URBAN RAW WATER MANAGEMENT PLAN <br /> <br /> Ms. Judith Mueller, Director of Public Works, explained that the Urban Raw Water <br />Management Plan was developed in order to look at the city and county's long-term water <br />needs. <br /> <br /> Ms. Pam Kemmel, project manager for the Plan, said that the Plan had three major <br />objectives: computing yield, raising elevation, and looking at current permitting <br />requirements. <br /> <br /> Ms. Mueller said the city is interested in pursing conservation options and may consider <br />raising rates for larger users. Ms. Muetler said that from a financial standpoint, Buck <br />Mountain reservoir is the best alternative as a future water source. <br /> <br /> Mr. Vandever expressed concern about the time for the permit process and asked if <br />permits for both Rivanna and Buck Mountain should be pursued at the same time, and Ms. <br />Mueller said staffwould look into the issue and report back to Council. <br /> <br /> Responding to a question from Rev. Edwards, Ms. Kemmel said that while dredging is <br />a common practice, it is vet5, expensive. <br /> <br />PRESENTATION: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />LEGISLATIVE PROGRAM <br /> <br /> Ms. Bonnie Fronfelter, Legislative Liaison for the Thomas Jefferson Planning District <br />Commission, asked for Council's approval of the TJPDC's draft legislative program. <br /> <br /> Ms. Daugherty requested that language be stronger concerning the State's support of <br />health and human service funding, and that language be clearer about support for increasing <br />the number of enterprise zones in the economic development section. <br /> <br /> Council asked that the composite index be targeted to better understand the <br />implications of this for Charlottesville. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the Thomas Jefferson <br />Planning District Commission legislative program was unanimously approved. <br /> <br />RESOLUTION: AUTHORIZING SALE OF CSX PROPERTY <br /> <br /> Mr. O'Connell explained that there have been active discussions between the Central <br />Railroad and Mr. Kuttner, potential purchase of the CSX property, and staff recommends <br /> <br /> <br />
