293 <br /> <br />Joint summer school enrichment programs, <br /> <br />· Networking of computers between both school systems, and <br /> <br />· Cooperative recruitment of teaching personnel. <br /> <br /> Ms. Slaughter asked that the school boards give a progress report to Council and the <br />Board after they have had time to discuss the matter. <br /> <br />HOUSING SUBCOIviMITTEE <br /> <br /> h/Ir. David Bowerman, Albemarle County Supervisor, stated that the Housing <br />Subcommittee met last week and all members think that real progress was made. Mr. <br />Bowerman said that he believes that if Council and the Board can agree with the overall <br />objectives and principles, then the details can be worked out. Mr. Bowerman listed the <br />guiding principles: 1) A shared understanding that affordable housing builds a stronger <br />community, which means both a strong core city and a strong county. 2) An <br />acknowledgment that more affordable housing is needed in the County and that the County <br />has been and will continue to address this need through a variety of housing options, not only <br />rental assistance. 3) A recognition that a regional and a more coordinated approach to <br />affordable housing is beneficial to the City- and the County. 4) A willingness to pursue other <br />collaborative approaches to the community's human serxrice needs that may be as effective, or <br />more effective, than a housing strategy. Mr. Bowerman cited the following goal: in <br />accordance with the guiding principles, develop a more regionally focused approach to the <br />pro~4sion of affordable housing in the City and the County. <br /> <br /> Ms. Slaughter recommended that other organizations and community members be <br />involved in the process. <br /> <br /> Ms. Daugherty said she understands that the Charlottesville Housing Foundation would <br />like to be invOlved. <br /> <br /> Ms. Daugherty questioned what collaborative approaches (principle #4 above) were <br />identified, and Mr. Bowerman replied that those areas remain to be identified. <br /> <br /> Mr. Martin suggested that since the work of the education subcommittee is basically <br />complete, that the members meet with the directors of the Department of SoCial Services to <br />define some goals and possibilities for future cooperative efforts and to discuss future <br />anticipated changes. <br /> <br /> Ms. Slaughter and Ms. Daugherty, members of the education subcommittee, agreed <br />that the social services area would be a good area to discuss. <br /> <br /> Mr. Toscano recommended that the "other collaborative efforts" cited in principle #4 be <br />spun off to the education subcommittee and the other issues continue to be explored by staff, <br />one Council Member and one Board of Supervisors member. <br /> <br /> Ms. Slaughter suggested that a few other community people be included. Ms. <br />Slaughter also recommended that appropriate benchmarks in the process be identified in <br />order to measure what efforts are effective. <br /> <br /> Mr. Bowerman said that the Board of Supervisors would like more details from the <br />City on the trends data. <br /> <br />Mr. Toscano recommended that staff explore ways to measure effectiveness of efforts. <br /> <br /> The Board of Supervisors unanimously adopted the princiPle of the draft housing <br />resolution. <br /> <br /> <br />
