Ms. Connie Lombardo, representing WHTJ, a local public television station, announced a <br />new "Sesame Street" instructional program on early childhood development and presented <br />Council with stuffed "Sesame Street" characters. <br /> <br /> Mr. Roger Voisinet of the Woolen Mills neighborhood, speaking with regard to Mr. <br />Danielson's proposal to build an ice skating rink on the current parking lot on the west end of the <br />downtown mall, stated that there is an overwhelming desire for ice skating in the Charlottesville <br />community. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, stated that parents are concerned with recent <br />violence at Buford Middle School. <br /> <br /> Mr. Toscano stated that Council and the School Board are deliberating the safety issues in <br />the schools and are tentatively planning to discuss the matter at its upcoming lunch meeting. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved by Council, with Ms. Toscano abstaining from approval of the <br />minutes of June 13, 16 and 20, and Rev.
