6 <br /> <br />PUBLIC <br /> <br /> Mr. Larry Engel, owner of Central Virginia Coin on the downtown mall, noted that a <br />survey conducted a few months back showed the majority of downtown businesspersons and <br />customers opposed vehicular crossing of the downtown mall and he urged Council not to rush <br />through such a proposal. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Toscano thanked agencies, City departments and individuals involved in the <br />evacuation and establishment of the shelter as a result of the fire at the Piedmont Health Care <br />Center: Kaye Harden, Emergency Services Coordinator, Rescue Squad, Police and Fire <br />Departments, Transit Service, School System, Robert Cox, Director of Social Services, and the <br />Department of Social Services, Sheriff's Office, Red Cross, and Salvation Army. Mr. Toscano <br />stated that he thought the situation showed that the emergency personnel have been well trained <br />and that Charlottesville is a caring community. <br /> <br /> August 4th and 1 lth were reserved as tentatively dates for a work session with the <br />Reinventing Government subcommittee of the Citizens Advisory Committee for Efficient <br />Government and a date in September will be set for discussion of the Long-Term Planning <br />subcommittee report. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council voted to meet in <br />executive session to discuss personnel matters as exempted by Section 2.1-344(a)(1) of the <br />Virginia Code, more specifically described as employee evaluations and appointments to boards <br />and commissions, with Rev. Edwards absent. <br /> <br /> Council reconvened in open session and, on motion by Mr. Vandever, seconded by Ms. <br />Slaughter, certified, with Rev. Edwards absent, that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open meeting requirements by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public matters as were identified in the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />~The meeting was adjXo0rned. <br />President <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, July 13, <br />1994 AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br />Luncheon meeting with School Board <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - July 13, 1994 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Rev.
