26 <br /> <br />ORDINANCE: AMENDING NOISE ORDINANCE <br /> <br /> Mr. Gouldman stated that the essence of the proposed ordinance is to address music <br />originating from commercial zones that travels into residential zones at night. <br /> <br /> Rev. Edwards requested that barking dogs be considered in the ordinance, but Mr. <br />Gouldman stated that he thought the existing ordinance regarding barking dogs is sufficient <br />and has stood the test of time. <br /> <br /> Ms. Slaughter questioned why the noise ordinance only focused on evening hours and <br />Mr. Gouldman replied that the noise ordinance, which has been on the books for many years, <br />has always focused on evening hours, noting that he knows of no complaints involving loud <br />music in the daytime. <br /> <br /> Mr. Gouldman stated that the police are concerned that manpower not be dissipated by <br />greatly expanding the noise ordinance. <br /> <br /> It was agreed that consideration of the amendment to the noise ordinance be tabled <br />until the next meeting so that Mr. Vandever will be present for the discussion and to allow <br />time for reaction from commercial businesses and neighborhoods. <br /> <br />ORDINANCE: AMENDING RETIREMENT ORDINANCE FOR PUBLIC SAFETY <br />EMPLOYEES <br /> <br /> Mr. Hendrix explained that the amendment to reduce the retirement age for public <br />safety employees, including police officers, firefighters, sheriffs department, and airport <br />safety officers, to 55 years, with 25 years of service was considered and recommended by the <br />Retirement Commission, on the condition that public safety employees be required to <br />participate in an on-going physical fitness program. Mr. Hendrix noted that the change <br />would put the City's program more in line with the Virginia Retirement System's benefits. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Hendrix stated that including gas <br />employees was discussed by the Retirement Commission, but was not part of their <br />recommendation. <br /> <br /> Ms. Daugherty stated that she has seen statistics regarding the impact of public safety <br />employees' jobs upon their lives and also is concerned that police benefits be comparable to <br />surrounding areas so that. qualified applicants are not lost. <br /> <br /> Ms. Slaughter expressed agreement with Ms. Daugherty's comments and recommended <br />that Council approve the proposed ordinance and the issue of including gas employees be <br />sent back to the Retirement Commission for their reconsideration. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTIONS 19-95 AND 19-96 OF <br />THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO <br />CHANGES IN THE RETIREMENT PLAN AFFECTING PUBLIC SAFETY OFFICERS" <br />was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter recommended that staff begin a dialogue regarding clfild care planning <br />for the 94/95 budget with representatives from Barrett Day Care Center and TeenSight. <br /> <br /> Ms. Slaughter requested that staff investigate the possibility of building wider sidewalks <br />along the West Main Street bridge and Rugby Road bike trail project that would <br /> <br /> <br />
