44 <br /> <br /> Responding to a question from Mr. T0scano about the efforts to address safety on the <br />downtown malt, Mr. Gary O'Connell, Deputy City Manager, stated a group of citizens have <br />met and the police are looking at the issue, but he needed to reconvene the group. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Vandever, Council voted to meet in <br />executive session for the purpose of consultation with legal counsel concerning matters <br />pertaining to actual or probable litigation or other matters requiting legal advice, as exempted <br />by Section 2.1-344(a)(7) of the Virginia Code. <br /> <br /> Council reconvened and, on motion by Ms. Daugherty, seconded by Mr. Vandever, <br />certified that, to the best of each member's knowledge, (i) only public business matters <br />lawfully exempted from open meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />President <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, September 12, <br />1994 AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with State Legislators <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM- September 12, 1994 <br /> <br /> Council met in special session on this date with Senator Edgar Robb and Delegate <br />Mitchell Van Yahres, with the following members present: Ms. Daugherty, Ms. Slaughter, <br />Mr. Toscano, Mr. Vandever. Absent: Rev. Edwards. <br /> <br /> Mr. Toscano stated that the meeting was an opportunity for Council and Senator Robb <br />and Delegate Van Yahres to exchange ideas prior to Council's annual retreat and to give the <br />legislators an opportunity discuss their priorities for the upcoming General Assembly session <br />and how those might affect the City. <br /> <br /> Senator Robb stated that he intends to initiate a bill requiring pre-filing of att bills by <br />December 1st, with final filing by January tst, and m limit the maximum nurn'~r ofbitts <br />submitted by one legislator to twelve. Senator Robb also stated that he would submit a bill <br />requiring no new un~nded state mandates be placed on localities and requiring that current <br />mandates be studied, and if deemed unnecessary, that they be removed by the year 2000. <br />Senator Robb stated that he was not optimistic that the mandate bill would be passed. <br /> <br /> Delegate Van Yahres stated that he would submit a charter school bill which would set <br />guidelines for setting up site-based management schools, allowing individual schools to set up <br />their own flexible method of teaching certain state-mandated programs. Delegate Van <br />Yahres stated that he would also support changes to the consumer protection act and would <br />took at privitization of certain state services. <br /> <br /> In regard to the upcoming special session of the General Assembly which wilt deal with <br />the Governor's parole proposal, Senator Robb stated that he is interested in studying <br /> <br /> <br />
