47 Hendrix also noted that UMPTA funding would probably not be available for the battery-powered buses suggested by Mr. Toscano. Responding to a question from Ms. Slaughter about emission controls, Ms. Poore stated that all the new buses will meet the new air quality standards. It was the consensus of Council to purchase all 35-foot buses. Ms. Poore stated that the Plan recommended that the bus fare increase to 75 cents. Ms. Slaughter recommended that more emphasis be put on marketing bus services and that more thought be given to increasing ridership rather than just increasing fares. Ms. Poore explained that ridership will likely decrease if there is a fare increase, but if there is no fare increase the fare box recovery will drop relative to increased operational costs. Mr. Toscano asked what amount of fare increase would raise fare box revenues and Ms. Poore stated that was not known. Ms. Slaughter stated that she would like to see what it would take in increased ridership to increase revenues and what marketing could be done to accomplish this. Ms. Daugherty stated that she was supportive of the suggestion for a blue ribbon panel for CTS/UTS and thought it would be a good form of publicity and would help consolidation efforts. Regarding the User-Side Subsidy, Mr. Vandever explained that the subsidy was intended to provide limited weekend and evening services but has never worked well. Now that JAUNT has dispatch capabilities, Mr. Vandever stated that he thought the money would be better utilized by putting it into a pool to be drawn on by JAUNT, perhaps even charging higher fares for those hours if allowed. Mr. Vandever stated that this would build on the three-year grant JAUNT current has. Ms. Poore stated that eliminating the User-Side Subsidy might eliminate people's ability for spontaneous travel, but Mr. Vandever stated that he thought using JAUNT would be almost spontaneous. Mr. Toscano recommended approving Mr. Vandever's proposal during the budget process. The meeting was adjourned.
