APPROPRIATION: $13,640 - Juvenile Justice Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the city of Charlottesville, Virginia, that the sum <br />of $13,640.00, to be received as a grant from the Virginia Department of Criminal Justice <br />Services, is hereby appropriated to expenditure account 11-161-062046 in the Grants Fund <br />for the purpose of funding research by the Charlottesville-Albemarle Commission on Youth <br />(CACY) during fiscal year 1994-1995 on minority youth overrepresentation in the criminal <br />justice system. This appropriation is conditioned upon receipt of $13,640.00 from the <br />Virginia Department of Criminal Justice Services. <br /> <br />c. APPROPRIATION: $8,000 - Sobriety Checkpoint Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum <br />of $8,000.00, to be received as a grant from the Department of Motor Vehicles, is hereby <br />appropriated to expenditure account 11-270-041130 in the Grants Fund for the purpose of <br />supporting the Sobriety Checkpoint program and administered by the Charlottesville Police <br />Department. This appropriation is conditioned upon receipt of $8,000.00 from the <br />Department of Motor Vehicles (Grant Project #J794-26-50926). <br /> <br />d. APPROPRIATION: $10,000 - PartnershiP for Urban Virginia (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum <br />of $10,000.00 is hereby appropriated from the unappropriated balance of the General Fund as <br />a contribution to the Partnership for Urban Virginia, an alliance of Virginia cities, private <br />businesses, the Virginia Chamber of Commerce and the Virginia Business Council, which was <br />formed to focus attention on urban problems and the need for business and government (state <br />and local) to achieve solutions. <br /> <br />e. APPROPRIATION: $60,315 - Transportation Planning Grant (carried over) <br /> <br />APPROPRIATION: COMMUNITY DEVELOPMENT BLOCK GRANT <br />REPROGRAMMING <br /> <br /> Ms. Slaughter stated that while she supports the new administrative position to be <br />funded with CDBG funds, she recommended that the position be sunsetted after one year and <br />that the position be evaluated at that time to see if it continues to be a worthwhile investment, <br />especially in light of downsizing efforts. <br /> <br /> Ms. Slaughter made a motion to approve the CDBG programming, with the new <br />adminiStrative position to be sunsetted after one year and evaluated, and Ms. Daugherty <br />seconded the motion. <br /> <br /> Rev. Edwards asked how sunsetting the positiOn would affect the applicants for the <br />position. <br /> <br /> Ms. Slaughter noted that a decision is made each year on how CDBG funds will be <br />used. <br /> <br /> Rev. Edwards stated that he had a problem with the amendment because of the people <br />it will affect~ <br /> <br /> The amendment sunsetting the new administrative position and having the position <br />evaluated after a year was approved by the following vote. Ayes: Ms. Daugherty, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. Noes: Rev. Edwards. <br /> <br /> The CDBG reprogramming appropriation, as amended, was carried over to the next <br />meeting for consideration. <br /> <br /> <br />
