54 <br /> <br /> Mr. Vandever ask why more dog-flee parks should not be created. Mr. Vandever <br />indicated that he was not inclined to support the leash requirement in the parks at this time. <br /> <br /> Ms. Slaughter stated that she would like to apply the leash requirement to parks, with <br />two or three exceptions, school grounds, cemeteries and the downtown mall. <br /> <br /> Ms. Daugherty suggested considering exempting Azalea, Quarry, and Mclntire Parks, <br />but added that she would like to hear more from the public before making a decision. <br /> <br /> It was agreed that a public hearing would be held, and an ordinance woUld be prepared <br />for cOnsideration at the next meeting, requiring leashes in parks, with the exception of Azalea <br />Park and two other undesignated parks. <br /> <br /> With regard to the "pooper scooper" ordinance, Mr. Vandever noted that earlier <br />discussions on this issue had centered around the downtown mall and he expressed concern <br />about the enforceability of such an ordinance. <br /> <br /> Ms. Slaughter stated that a number of individuals have raised the issue regarding the <br />downtown mall as well as downtown parks. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, an ordinance pertaining to <br />the removal of dog defecation was Offered and carried over to the next meeting for <br />consideration, with language included that exempts all people with disabilities, not only blind <br /> <br />persons. <br /> <br />With regard to barking dogs, it was agreed that the current ordinance is satisfactory. <br /> <br />ORDINANCE: PROHIBITING SKATEBOARDING AND ROLLERSKATING/ <br />BLADING ON DOWNTOWN MALL <br /> <br /> Mr. Gouldman stated that the ordinance prohibiting skateboarding and rollerskating/ <br />blading on the downtown mall was drafted in response to citizen and police complaints. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever the ordinance entitled" AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 15-246 OF ARTICLE 8 OF <br />THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, PROHIBITING <br />ROLLER-SKATES, ROLLER-BLADES Alx~ SKATEBOARDS ON THE DOWNTOWN <br />MALL" was offered and carded over to the next meeting for consideration. <br /> <br /> Mr. Toscano stated that concern has been expressed by youth and others about the <br />need to find a location for skateboarding and he felt it may be appropriate to ask the staff for <br />suggestions. Mr. Toscano added that since many of the youth requesting a place to <br />skateboard are Albemarle County residents, it might be a good effort to cooperate on with <br />the County. <br /> <br />PUBLIC <br /> <br /> Mr. Charles McGinnis, a resident of Charlottesville Towers, stated that the threatening <br />by the youths on the downtown mall is also an issue as welt as the problem of skateboarding. <br /> <br /> Ms. Daria Brezinski, 6127 Alberta Drive, urged Council to provide the youth with an <br />appropriate place to skateboard since the downtown mall is being removed as an option. <br /> <br /> Mr. Toscano encouraged Ms. Brezinski to also make the same request to the Albemarle <br />County Board of Supervisors. <br /> <br /> Mr. Maurice Cox, Ridge Street, challenged Council to maximize the use of CDBG <br />funds by forming a non-profit community development corporation which would provide a <br />cohesive, project by project, incremental approach to community development and would <br />assist the City in investing in, rehabilitating, and providing well-designed, low-income <br /> <br /> <br />
