63 <br /> <br /> Mr. Toscano supported redrafting the "pooper scooper" ordinance to limit its <br />applicability to certain public areas. <br /> <br /> Ms. Daugherty reconmnended having the "pooper scooper" ordinance apply in those <br />areas shared with the public, <br /> <br /> Mr. Toscano stated that he favored redrafting the leash ordinance in order to better <br />balance the rights of dog owners with safety of others and to focus more on places where <br />leashes would be required. <br /> <br />PRESENTATION: SOCLM., SERVICES ADVISORY BOARD ANNUAL REPORT <br /> <br /> Mr. Hal Brindley, Chair of the Social Services Advisory Board, presented the Social <br />Services Department annual report, noting that the department's caseloads have increased <br />10% a year and asked Council to: 1) maintain its support for existing positions and <br /> 2) support two new positions, an eligibility investigator and employment service worker, <br />which would be funded 50% by the state. Mr. Brindley noted that the department continues <br />to be six eligibility workers short by state standards. <br /> <br /> Ms. Slaughter stated that she thought the report was excellent, setting forth goals and <br />clearly getting the message across. <br /> <br /> Mr. Vandever stated that he believes Council understands the staff shortages in the <br />department and will deal with the issue during the budget process. <br /> <br /> Mr. Toscano stated that he feels outcomes of programs such as the family <br />self-sufficiency team are very important and asked how economic independence will be <br />measured. <br /> <br /> Mr. Brindley replied that accurately measuring outcomes is always a difficult issue and <br />involves a tremendous amount of manpower to track. <br /> <br /> Ms. Slaughter recommended that statistics from Jobsight be gathered which would <br />probably involve the same clients. <br /> <br />PRESENTATION: REGIONAL ECONOMIC DEVELOPMENT PROPOSAL <br /> <br /> Ms. Nancy O'Brien, Executive Director of the Thomas Jefferson Planning District <br />Commission, explained that the regional economic development proposal is a partnership <br />agreement between local governments, the University of Virginia, Piedmont Virginia <br />Community College, and the private sector, with equal representation and equal funding for <br />each participant. Ms. O'Brien stated that the proposal has been approved by Fluvanna and <br />Louisa Counties and Greene County is still considering the funding issue. Nelson County will <br />be approached next week, and Albemarle County will revisit the proposal in conjunction with <br />its Comprehensive Plan review. Ms. O'Brien stated that the budget will total $200,000, with <br />$100,000 to be raised by the private sector and the remaining dMded among the localities <br />and PVCC and U. Va. <br /> <br /> Ms. Daugherty stated that she was grateful for Ms. O'Brien's leadership and made a <br />motion to approve the regional economic development proposal. Mr. Vandever seconded <br />the motion. <br /> <br /> Ms. Slaughter suggested that the regional economic development partnership's efforts <br />be combined with the Sustainability Council to encourage growth in the appropriate places <br />and to preserve natural resources and offered as a friendly amendment including the <br />reconunendation that a representative from the Sustainabitity Council serve on the regional <br />economic development council and that a representative from the Planning District <br />Commission serve ex-officio. <br /> <br />Ms. Daugherty and Mr. Vandever agreed to accept Ms. Slaughter's amendment. <br /> <br /> <br />
