65 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL IVff~ETING OF THE COUNCIL WILL BE HELD ON Friday, October 7, t 994 <br />and Saturday, October 8, 1994 AT 9:30 a.m. AT Shenandoah Crossing, Gordonsville. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Annual Council Retreat <br /> <br />Executive session as provided by Section 2.1-344(a) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SHENANDOAH CROSSING - October 7, 1994 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Absent: Rev. Edwards. <br /> <br />GOALS <br /> <br />The following goals for the retreat were identified by Council: <br /> <br />1) Create larger vision/focus on larger issues <br />2) Reinventing Process (1 - 5 years) <br />3) Economic Development/expansion of tax base (1 - 5 years) <br />4) Citizen participation <br />5) Education (address violence; retain diversity) <br /> <br /> 6) Discuss role of government - minimalist government/stability versus <br />activist governmment/catalyst/improve quality of life. Government as instrument <br />of positive change. <br /> <br /> The following vision statement was developed by Council: "We view government as an <br />instrument for positive change in the community to maintain and enhance the quality of life of <br />the City by delivering good services at reasonable cost and by energizing the citizens to take <br />more control over basic issues that affect their lives." <br /> <br />Mr. Hendrix identified the following staff goals for the next one to two years: <br /> <br /> 1) Try, to energize neighborhoods <br /> 2) Look at needs of individual neighborhoods without necessarily treating <br />them alt the same <br /> 3) Make government "user friendly" - treat people fairly and courteously <br /> 4) Continued emphasis on "reinventing government." Look for new and <br />better/less expensive, more efficient ways to provide service. 5) Continue important role of econo~c development. <br /> 6)Provide reward system for employees, hold employees to same accountability <br />standards/create more incentives, empower employees. <br /> <br /> Ms. Slaughter stated that she hoped Council could discuss increased demands on them <br />and possible "reinventing" of themselves and their role within Council. <br /> <br />REVENUE PROJECTION <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that the revenue picture for the <br />current year has improved and funds will not need to be transferred from other funds as had <br />been previously discussed. Ms. Peacock projected a slow, steady growth in revenues. <br /> <br /> Ms. Slaughter recommended that Council think about what balances should be <br />maintained in these funds and whether the funds should be used elsewhere. <br /> <br /> <br />
