100 <br /> <br /> Mr. John Heyder~ Public Access facilities coordinator, reviewed his accomplishments in <br />the last six months, and stated that public access is a great tool for creative people as well as <br />people who have a message they want to get out to the community. <br /> <br /> Mr. Doug Horwitz, 302 Monte Vista Avenue, representing Friends of Public Access, <br />an organization that supports and provides advocacy for public access, supported <br />continuation of the position of public access coordinator. <br /> <br /> Ms. Barbara Davis, Community Development Manager for Adelphia Cable, asked <br />Council to continue the public access coordinator position. <br /> <br /> Mr. Joey Christmas, a member of Charlottesville Volunteer Police Association, stated <br />that the organization had received a great deal of support from Mr. Heyden and urged <br />Council to continue the position. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council voted to extend the <br />public access facility coordinator position for six months. <br /> <br /> Ms. Slaughter recommended that the schedule for public access channels be better <br />publicized. <br /> <br />REPORT: CITY'S DRAFT LEGISLATIVE PACKAGE <br /> <br /> Mr. Clyde Gouldman, City Attorney, highlighted the proposed legislative package: <br />encouraging incentives for creating market for recycled plastic; fraud investigator in Social <br />Services; continuation of the business and professional license; airport charter change. <br /> <br /> Ms. Daugherty recommended that "employment services such as .day care" be added <br />under welfare reform, and Councilors agreed. <br /> <br /> Ms. Slaughter raised questions about the state policy regarding state prisoners, and Mr. <br />Gouldman stated that he ,gould provide Council with the exact language of the state's policy. <br /> <br /> Ms. Slaughter recommended that the City seek legislation to allow the use of recovered <br />funds to hire a fraud investigator, and Councilors agreed. <br /> <br /> Ms. Daugherty recommended that the wording regarding shelters for abused women be <br />changed to say "Council urges that the General Assembly provide adequate funding for <br />shelters for abused women and for sexual assault agencies." <br /> <br /> Mr. Toscano questioned whether the language regarding the business license be <br />replaced with more general language requesting that if the state eliminates this tax then the <br />state should allow an alternative revenue source to replace it. <br /> <br /> Ms. Slaughter stated that she was not sure she wanted to be in the position of having to <br />raise taxes on the general population to replace the business license and felt it would be better <br />to oppose abolishing the business license. Ms. Slaughter stated that she thinks it is unrealistic <br />to think that the business license tax will be replaced with another source of revenue if it is <br />eliminated. <br /> <br /> It was agreed that the language "oppose the abolishment of the business and <br />professional license tax without state compensation" would be added. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Daugherty, the City's legislative <br />program was approved as modified above. <br /> <br />RESOLUTION: AMENDMENTS TO ADA PLAN <br /> <br /> Mr. Hendrix explained that two amendments were recommended by the Planning <br />Commission to the ADA Plan: 1) move the date to reach the milestone to have paratransit <br /> <br /> <br />
