102 <br /> <br />the Land Use Plan designation for the property across the street from the property being <br />considered for this rezoning. <br /> <br />ORDINANCE: REQUIRING DOGS TO BE LEASHED IN CERTAIN PUBLIC AREAS <br /> <br /> Ms. Daugherty stated that she thinks the ordinance, as drafted, required dogs to be <br />leashed in too many areas and recommended that the Parks and Recreation Advisory <br />Committee's most recent suggestion of limiting the requirement to Pen Park and <br />Meadowcreek Golf Course be approved. Ms. Daugherty said tlfis action would protect the <br />golf course and would provide one nature trail where dogs are required to be leashed. Ms. <br />Daugherty stated that she does not think support exists for a broad leash requirement. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Vandever, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTIONS 4-2 AND 4-38, AND <br />ADDING A NEW SECTION NUMBERED 4-41, OF THE CHARLOTTESVILLE CITY <br />CODE, 1990, AS AMENDED, REGARDING LEASHES ON DOGS" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: "POOPER SCOOPER" ORDINANCE <br /> <br /> Ms. Slaughter recommended that the "pooper scooper" ordinance apply to areas <br />mowed by the City, but Mr. Gouldman expressed concern about the interpretation of such a <br />statement. <br /> <br /> Councilors agreed to apply the ordinance to downtown parks, Meadowcreek Golf <br />Course, downtown mall, including the east end park, paved sidewalks, streets, and bicycle <br />paths, and regularly maintained school grounds. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE ADDING A NEW SECTION NUMBERED 4-42 TO ARTICLE I, <br />CHAPTER 4, OF THE CHARLOTTESVILLE CITY CODE, t 990, AS AMENDED, <br />REGARDING REMOVAL OF DOG FECES" was offered and carried over to the next <br />meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Ezekial Healy, a Charlottesville High School student, stated that he supported the <br />"pooper scooper" ordinance, and asked for more information on the business license tax. <br /> <br /> Mr. Hendrix explained that the business license is collected locally, but the state is <br />considering taking away local governments' fight to collect it. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Daugherty announced the Mentoring Program breakfast sponsored by the Office of <br />Economic Development and Piedmont Virginia Community College. <br /> <br /> Mr. Toscano stated that the Urban Summit meeting will be held in Richmond on <br />December 8th and invited Councilors to attend. <br /> <br />Mr: Toscano stated a date needs to be set for the mini-retreat in January. <br /> <br /> Mr. Toscano announced that City Council has granted City employees a holiday for <br />Friday, December 23, 1994. <br /> <br /> The meeting was adjourned. <br />President <br /> <br /> <br />
