107 On motion by Ms. Daugherty, seconded by Rev. Edwards, the resolution authorizing the submission of an application for the ISTEA grant, expanding the location to Court Square, was approved by Council, with Mr. Vandever absent. WHEREAS, in accordance with Commonwealth Transportation Board construction allocation procedures, it is necessary that a request by resolution be received from the local government or state agency in order that the Virginia Department of Transportation program an enhancement project in the City of Charlottesville. NOW, THEREFORE, BE IT RESOLVED, that the City of Charlottesville, on behalf of the Charlottesville/Albemarle Convention and Visitors Bureau, requests the Commonwealth Transportation Board to establish a project to highlight the Charlottesville Court Square Area and its equestrian statues as one of the Civil War sites in the statewide program entitled "Virginia's Civil War Trail." BE IT FURTHER RESOLVED that the City of Charlottesville hereby agrees to pay $2,000 toward the funding of this project, which is 20% of the total cost for plamfing and design, and construction of this project. Said 20% local share is being held in escrow by the Charlottesville/Albemarle Convention and Visitors Bureau for such purpose. If the City of Charlottesville subsequently elects to cancel this project, the City of Charlottesville hereby agrees to reimburse the Virginia Department of Transportation for the total amount of the costs expended by the Department for this project through the date the Department is notified of such cancellation. Regarding the additional ISTEA grant funds, Ms. Slaughter stated that she feels it is important to finish the bike and pedestrian improvements on Rugby Road. Responding to a question from Mr. Toscano about the availability of matching funds, Mr. Gouldman stated that the matching funds are available in the FY 95-96 proposed Capital budget. Edwards, the resolution authorizing the submission of an application for ISTEA funds for the Rugby Road bike trail and pedestrian improvements was approved, with Mr. Vandever absent. WHEREAS, under the Intermodel Surface Transportation Efficiency Act (ISTEA) certain funds are made available for enhancement projects; and WHEREAS, the Virginia Commonwealth Transportation Board is seeking proposals for projects which meet the guidelines set forth for enhancement project; and WHEREAS, the project presented is a bike lane and sidewalk construction, along Rugby Road from Lambeth Lane to Wayside Place in the City of Charlottesville; and WHEREAS, the project is in accordance with the Comprehensive Plan of the City of Charlottesville, the Bicycle Plan of the MPO for both the City and Albemarle County, and the Bicycle Plan of the University of Virginia; and WHEREAS, the project is the top priority for enhancement projects for the City of Charlottesville, the first having been approved for ISTEA funding in 1993; and WHEREAS, the project is deemed meritorious and of benefit to the cormuunity and State; and WHEREAS, in accordance with Commonwealth Transportation Board construction allocation procedures, it is necessary that a request by resolution be received from local government or state agency in order that the Virginia Department of Transportation program an enhancement project in the City of Charlottesville, Virginia;
