107 <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the resolution authorizing <br />the submission of an application for the ISTEA grant, expanding the location to Court <br />Square, was approved by Council, with Mr. Vandever absent. <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation Board construction <br />allocation procedures, it is necessary that a request by resolution be received from the local <br />government or state agency in order that the Virginia Department of Transportation program <br />an enhancement project in the City of Charlottesville. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City of Charlottesville, on behalf <br />of the Charlottesville/Albemarle Convention and Visitors Bureau, requests the <br />Commonwealth Transportation Board to establish a project to highlight the Charlottesville <br />Court Square Area and its equestrian statues as one of the Civil War sites in the statewide <br />program entitled "Virginia's Civil War Trail." <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville hereby agrees to pay <br />$2,000 toward the funding of this project, which is 20% of the total cost for plamfing and <br />design, and construction of this project. Said 20% local share is being held in escrow by the <br />Charlottesville/Albemarle Convention and Visitors Bureau for such purpose. If the City of <br />Charlottesville subsequently elects to cancel this project, the City of Charlottesville hereby <br />agrees to reimburse the Virginia Department of Transportation for the total amount of the <br />costs expended by the Department for this project through the date the Department is <br />notified of such cancellation. <br /> <br /> Regarding the additional ISTEA grant funds, Ms. Slaughter stated that she feels it is <br />important to finish the bike and pedestrian improvements on Rugby Road. <br /> <br /> Responding to a question from Mr. Toscano about the availability of matching funds, <br />Mr. Gouldman stated that the matching funds are available in the FY 95-96 proposed Capital <br />budget. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, the resolution authorizing the <br />submission of an application for ISTEA funds for the Rugby Road bike trail and pedestrian <br />improvements was approved, with Mr. Vandever absent. <br /> <br /> WHEREAS, under the Intermodel Surface Transportation Efficiency Act (ISTEA) <br />certain funds are made available for enhancement projects; and <br /> <br /> WHEREAS, the Virginia Commonwealth Transportation Board is seeking proposals <br />for projects which meet the guidelines set forth for enhancement project; and <br /> <br /> WHEREAS, the project presented is a bike lane and sidewalk construction, along <br />Rugby Road from Lambeth Lane to Wayside Place in the City of Charlottesville; and <br /> <br /> WHEREAS, the project is in accordance with the Comprehensive Plan of the City of <br />Charlottesville, the Bicycle Plan of the MPO for both the City and Albemarle County, and the <br />Bicycle Plan of the University of Virginia; and <br /> <br /> WHEREAS, the project is the top priority for enhancement projects for the City of <br />Charlottesville, the first having been approved for ISTEA funding in 1993; and <br /> <br /> WHEREAS, the project is deemed meritorious and of benefit to the cormuunity and <br />State; and <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation Board construction <br />allocation procedures, it is necessary that a request by resolution be received from local <br />government or state agency in order that the Virginia Department of Transportation program <br />an enhancement project in the City of Charlottesville, Virginia; <br /> <br /> <br />
