dumpster service. <br /> <br /> 12 Mr. Toscano stated that he did not see an organized <br />effort on the part of commercial businesses regarding <br />recycling and added that the City may need to increase their <br />dumpster charge to create an incentive. <br /> <br /> Ms. Daugherty stated that she felt it was important to <br />create a positive atmosphere to retain and attract businesses <br />to the City. <br /> <br />The semi-annual large item pick-up was discussed. <br /> <br /> Ms. Mueller stated that residential complexes and rental <br />units have indicated a desire'to be able to participate in <br />the large item pick-up and have indicated a willingness to <br />pay a fee for the service. <br /> <br /> Mr. Bruce McNabb, Assistant Director of Public Works, <br />listed possible changed to the large item pickup: 1) year- <br />round demand responsive servicer fee-based service ($25 for <br />one large truck load); and service to commercial properties. <br />Mr. McNabb stated that the cost for the current twice a year <br />service and demand response would be the same but an <br />administrative fee would need to be added if a fee is <br />charged. Mr. McNabb added that it was also a better <br />utilization of employees to provide the service on a demand <br />response basis. <br /> <br /> Ms. Slaughter stated that she would like to provide <br />large item pickup to commercial properties if a fee was <br />charged. <br /> <br /> Mr. Vandever and Rev. Edwards expressed some reluctance <br />about putting a fee on curbside residential customers. <br /> <br /> Mr. Toscano stated that he felt there was some logic to <br />charging for trash and not yard waste. <br /> <br /> It was the consensus of Council to change the large item <br />pickup to a demand response basis and to charge a fee for <br />commercial pickup of large items. <br /> <br /> Mr. Toscano stated that he thought the City should move <br />toward charging a fee to all for the large item pickup, but <br />felt it should be phased in by charging commercial properties <br />first. <br /> <br /> Ms. Slaughter noted that the real estate property tax <br />rate could be reduced by one cent if all customers were <br />charged for the large item pickup. <br /> <br /> Ms. Daugherty stated that she wanted to think more about <br />the fee for all customers before making a decision. <br /> <br /> Ms. Mueller discussed gainsharing efforts and stated <br />that the trash collection routes have been changed and the <br />number of people who pick up trash has been decreased but no <br />figures on cost savings are available yet. <br /> <br /> Ms. Mue!ler stated that Public Service is focusing on <br />reorganizing from a customer service and financial <br />standpoint. <br /> <br /> The~ ~meeting was adjourned. <br />Preside!!~ <br /> <br /> <br />
