Mr. Vandever commended Parks and Recreation staff for their extraordinary efforts to be responsive during the previous summer. On motion by Rev. Edwards, seconded by Ms. Slaughter, Council voted unanimously to meet in executive session to discuss a personnel matter and appointments to boards and commissions as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously certified that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies~ and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. Absent: Rev. Edwards. RESOLUTION: AUTHORIZING APPLICATION TO STATE COUNCIL ON LOCAL DEBT FOR APPROVAL OF ADVANCE REFUNDING OF CITY OF CHARLOTTESVILLE BONDS Ms. Rita Scott, Director of Finance, requested Council's approval of the resolution which will allow staff to apply to the State Council on Local Debt to refinance some of the City's outstanding debt in order to take advantage of the current low interest rates. On motion by Ms. Slaughter, seconded by Mr. Toscano, the resolution authorizing application to the State Council~on Local Debt for Approval of advance refunding of City of Charlottesville bonds was unanimously approved by Council. WHEREAS, the Council of the City of Charlottesville, Virginia has determined that it would be desirable to advance refund all or a portion of (i) the City's ~2,500,000 outstanding principal amount of City of Charlottesville, Virginia, General Obligation Public Improvement Bonds, Series 1987, dated May 1, 1987 and maturing July 15, 1998 to 2007, both inclusive (the "1987 Bonds"), (ii) the City's $2,500,000 outstanding principal amount of City of Charlottesville, Virginia, General Obligation Public Improvement Bonds, Series
