10 <br /> <br /> It was agreed that staff would make recommendations on <br />reducing the proposed budget by $151,000, without categorical <br />exemptions, and including school administration only. <br /> <br />Council discussed additional expenditures. <br /> <br /> Support was expressed for additional funding for police <br />overtime and cellular phones for the police. <br /> <br /> Ms. Slaughter expressed concern about the City funding <br />SARA's Child Assault Prevention Program when the schools <br />chose not to fund the program. <br /> <br /> Mr. Toscano recommended, with some skepticism, that the <br />elementary CAP Program be ~funded, but felt Council should <br />sunset the funding and require SARA to train school personnel <br />to operate the program. <br /> <br /> Ms. Daugherty stated that she felt child asexual abuse <br />prevention was a high priority in the community. <br /> <br /> Some support was expressed for additional funding for <br />CATEC and Project Discovery. <br /> <br /> Ms. Daugherty stated that she felt additional personnel <br />for the CLASS Program should be a high priority. <br /> <br /> Ms. Slaughter stated that she thought the CLASS Program <br />should be able to be provided some help by the school <br />administration. <br /> <br /> Funding for Opportunity Knocks was supported and Ms. <br />Slaughter noted that this would be a one-time grant and it <br />was possible that a grant would be received to offset the <br />City funding. <br /> <br /> Funding for the operating costs for the Teen Center was <br />supported by Council, and Ms. Slaughter recommended that the <br />Teen Center Board try to use an existing facility and Council <br />could appropriate funds for improvements in the future if <br />necessary. <br /> <br /> Support was expressed for adding two additional <br />firefighters. <br /> <br /> Tentative support was expressed for the retirement <br />proposal for public safety officials. <br /> <br /> Ms. Daugherty recommended that Council's salary be <br />increased due to the time demands of the position. <br /> <br /> Ms. Slaughter stated that she did not favor increasing <br />the salary, but would like to have more assistance as a <br />Councilor. <br /> <br />Funding for an organizational study was expressed. <br /> <br /> Ms. Daugherty, Ms. Slaughter, and Mr. Toscano expressed <br />support for increases based on performance for all employees. <br /> <br /> Mr. Vandever stated that he felt it would be better for <br />morale to have an across the board increase this year due to <br />distrust of the old evaluation system and also expressed <br />concern about some of the classifications. <br /> <br /> Ms. Slaughter stated that she felt classification <br />adjustments could be made in the future if necessary. <br /> <br /> Support was expressed for shifting the large item pickup <br />to a fee based service. <br /> <br />Support was expressed for instituting a cigarette tax, <br /> <br /> <br />
