14 <br /> <br /> WHEREAS, the six jurisdictions that make up the Thomas <br />Jefferson Planning District belong to a Piedmont bioregion <br />comprised of water, air, wildlife, people and other resources <br />governed by ecological boundaries as well as political <br />boundaries; and <br /> <br /> WHEREAS, establishing a sustainable planet for our <br />children begins with working together today to sustain the <br />community where we live; <br /> <br /> NOW, THEREFORE, the City Council of the City of <br />Charlottesville, Virginia resolves that Earth Week, comprised <br />of Earth Day celebrated each April 22 along with both <br />weekends surrounding it, be permanently established in our <br />community as a time for cooperative environmental education <br />that provides us each year with the tools necessary to reach <br />our environmental goals. <br /> <br /> Ms. Nancy Damo'n, 2407 Jefferson Park Avenue, <br />representing Neighbors Against Drug Activity (NADA), invited <br />Council to participate in a neighborhood cleanup on Saturday, <br />April 17th. <br /> <br /> Ms. Danielle Gilson, representing the North Belmont <br />Neighborhood Association, invited Council and the public to <br />participate in upcoming charettes on April 17th and 21st to <br />discuss the proposed housing development on the CSX property. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the following consent agenda items were unanimously approved <br />by Council. <br /> <br />a. Minutes of March 8, 15, 18, 22, 23, 24 and 25 <br /> <br />APPROPRIATION: $55,000 - Equipment purchase for <br /> public access (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $55,000 is hereby <br />appropriated from the Capital Fund to expenditure account <br />26-020-033101 in the Capital Fund in order to purchase cable <br />equipment for public access programming. <br /> <br />APPROPRIATION: <br /> (2nd reading) <br /> <br />~3,000 - Donation for Mounted Police <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $3,000.00, <br />received as a donation from the Hallstrom Foundation for the <br />support of the City's mounted police patrol unit, is hereby <br />appropriated 'to expenditure account 05-270-041030 for such <br />purpose. The Mayor is hereby requested to send a letter of <br />appreciation to the Hallstrom Foundation for their generous <br />support. <br /> <br />d. RESOLUTION: Community Development Block Grant Week <br /> <br /> WHEREAS, the week of April 5 - 11 has been designated as <br />National Community Development Week; and <br /> <br /> WHEREAS, the City of Charlottesville is a participant in <br />the Community Development Block Grant (CDBG) Program which <br />funds a myriad of physical programs such as sidewalk <br />improvements, drainage improvements, handicapped access <br />improvements, street improvements, and housing programs, <br />including the Homeowner Rehabilitation Program, the <br />Weatherization Program, the Downpayment and Closing Cost <br />Assistance Program and the Housing Opportunities Partnership <br />Program (HOP); and <br /> <br /> <br />
