Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Linda <br />Peacock, Budget Administrator, stated that funding for lights <br />at the Charlottesville High School baseball field is included <br />in the capital budget and the lights for the Lane Field could <br />be funded out of the contingency fund in the capital budget. <br /> <br /> After a discussion regarding the imposition of a <br />cigarette tax Mr. Toscano made a motion to approve a 12 cent <br />a pack cigarette tax, with two-thirds of the revenues <br />reserved for future tax reduction, and Ms. Daugherty seconded <br />the motion. <br /> <br /> Rev, Edwards expressed concern that the cigarette tax may <br />be a tax on the poor. <br /> <br /> Ms. Slaughter stated that she was unwilling to approve <br />the cigarette tax while adding new programs to the budget. <br />Ms. Slaughter stated that she felt many of the proposed <br />programs addressed real needs but did not think the City can <br />afford to fund them all. Ms. Slaughter stated that she was <br />willing to look at additional cuts to the City budget. <br /> <br /> The proposal to adopt the cigarette tax of 12 cent per <br />pack was approved by the following vote. Ayes: Ms. <br />Daugherty, Mr. Toscano, Mr. Vandever. Noes: Rev. Edwards <br />and Ms. Slaughter. <br /> <br /> Council tentatively agreed to not provide funds for the <br />additional person for the CLASS Program and for Reading <br />Partners. Council agreed to provide funds for one-year only <br />for SARA's Elementary and High School CAP Program, with ~the <br />proviso that teachers be trained to replicate the program <br />after one year. <br /> <br /> <br />
