37 <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville, <br />a public entity established under the laws of the <br />Commonwealth of Virginia, hereby authorizes its City Manager <br />to provide to the State and to Federal Emergency Management <br />Agency (FEMA) for all matters pertaining to such Federal <br />disaster assistance the assurances and agreements printed on <br />the reverse side hereof. <br /> <br /> Ms. Slaughter requested that a discussion of the budget <br />process be held at the April 19th meeting to give Council an <br />opportunity to address comments made by the public. <br /> <br /> The meeting was adjourned. <br />Pre s"~i'de~t~ C k~~ ~ <br /> <br />COUNCIL CHAMBER - April 19, 1993 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Ms. Leslie Hamilton, 210 Douglas Avenue, representing <br />the North Belmont Neighborhood Association, thanked City <br />staff for holding the charette regarding the CSX property <br />housing proposal. Ms. Hamilton requested that the <br />neighborhood be kept informed about the debris deposited on <br />the property and asked that Council consider an environmental <br />site study of the entire site. Ms. Hamilton invited Council <br />to attend a second charette on the housing proposal on April <br />21st. <br /> <br />CONSENT AGENDA: <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the following consent agenda items were unanimously approved <br />by Council: <br /> <br />a. APPROPRIATION: $30,000 - Moore's Creek Drainage <br /> Study (carried over) <br /> <br />be <br /> <br />ORDINANCE: "AN ORDINANCE AUTHORIZING THE ISSUANCE <br />OF FOUR MILLION DOLLARS ($4,000,000) PRINCIPAL <br />AMOUNT OF GENERAL OBLIGATION PUBLIC IMPROVEMENT <br />BONDS OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, FOR <br />THE PURPOSE OF PROVIDING FUNDS TO PAY THE COST OF A <br />PUBLIC IMPROVEMENT PROJECT OF AND FOR THE CITY, <br />CONSISTING OF IMPROVEMENTS TO THE GAS SYSTEM OWNED <br />AND OPERATED BY THE CITY; FIXING THE FORM, <br />DENOMINATION AND CERTAIN OTHER FEATURES OF SUCH <br />BONDS; PROVIDING FOR THE SALE OF SUCH BONDS; AND <br />AUTHORIZING AND PROVIDING WITH RESPECT TO THE <br />ISSUANCE AND SALE OF A LIKE PRINCIPAL AMOUNT OF <br />GENERAL OBLIGATION BOND ANTICIPATION NOTES IN <br />ANTICIPATION OF THE ISSUANCE AND SALE OF SUCH BONDS" <br />(2nd reading) <br /> <br />Ce <br /> <br />ORDINANCE: "AN ORDINANCE TO QUITCLAIM NATURAL GAS <br />LINES LOCATED IN ALBEMARLE COUNTY ROADWAYS KNOWN AS <br />ROSLYN FOREST LANE, ROSLYN RIDGE ROAD AND ROSLYN <br />RIDGE COURT TO THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION" (carried over) <br /> <br />PUBLIC HEARING: DEVELOPMENT OF HIGH STREET PARKING LOT <br /> <br /> Ms. Bonnie Smith, Chair of the Charlottesville <br />Industrial Development Authority (CIDA), stated that CIDA has <br />recommended that the Council support development of Class A <br /> <br /> <br />
