51 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />April 28, 1993 AT 4:00 p.m. IN THE McIntire Room, Main <br />Library. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Meeting with Charlottesville Industrial Development <br /> Authority and Planning Commission to discuss <br /> development of High Street parking lot <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />MCINTIRE ROOM - April 28, 1993 <br /> <br /> Council met in special session on this date with the <br />Charlottesville Industrial Development Authority (CIDA) and <br />Planning Commission with the following members present: Ms. <br />Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Absent: <br />Rev. Edwards. <br /> <br /> Mr. Vandever explained that the purpose of the meeting <br />was to identify issues to be considered in an option <br />agreement between the City and the R.E. Lee/Great Eastern <br />Management Group, proposed developer of the City owned <br />property on High Street, between 3rd and 4th Streets, N.E. <br /> <br /> Ms. Sue Lewis, Chair of the Planning Commission, stated <br />that the Planning Commission reviewed the matter in a work <br />session and identified the following issues to be considered: <br /> importance of the quality of design; housing should be <br />included; there should be an ongoing project committee; a <br />setback of ten feet should be required on High Street to <br />reduce the feeling of bulk; and there should be continued <br />involvement by the Planning Commission. <br /> <br /> Mr. George Ray, Director of Economic Development, <br />summarized the parking proposal. There are currently 86 <br />spaces on the surface parking lot on High Street, 28 spaces <br />behind the Circuit Court, and 78 spaces will be required to <br />serve the proposed building. The developer has proposed <br />providing 114 spaces on the High Street site, 40 spaces on <br />the surface parking lot behind the Circuit Court, and 38 <br />spaces on a deck above the surface parking behind the Circuit <br />Court. The developer has proposed to construct the deck <br />behind the Circuit Court SO that it will have the structural <br />capacity to support expansion of the Court. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Charles <br />ROtgin, of Great Eastern Management, stated that 28 <br />additional spaces may be possible below the proposed building <br />if physically feasible. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Satyendra <br />Huja, Director of Community Development, stated that if <br />residential units were included in the building it would <br />reduce the number of parking spaces required. <br /> <br /> Mr. Rotgin stated that other possible sites for parking <br />had been explored and he felt that it would be feasible in <br />the future to expand the Proposed parking deck behind the <br />Circuit Court on to the property currently owned by Jefferson <br />National Bank. Mr. Rotgin also stated that space behind the <br />Juvenile Court had been identified as a possible future site <br />for parking. ~ <br /> <br /> Mr. Thane Kerner, CIDA member, noted that a goal of CIDA <br />had been to preserve publicly available parking which he <br />felt would be met by the deck parking behind the Circuit <br />Court. Mr. Kerner recommended that the higher, more visible <br />parking be reserved for public parking. <br /> <br /> <br />
