RESOLUTION: Authorizing City Manager to sign <br /> contract for Ridge Street Bridge Construction <br /> <br />ORDINANCE: "AN ORDINANCE TO QUITCLAIM NATURAL GAS <br />LINES LOCATED IN ALBEMARLE COUNTY ROADWAYS KNOWN AS <br />ROSLYN FOREST LANE, ROSLYN RIDGE ROAD AND ROSLYN <br />RIDGE COURT TO THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION (2nd reading) <br /> <br />RESOLUTION: <br /> <br />STREET <br /> <br />GRANTING SPECIAL PERMIT FOR 423 AND 425 NORTH FIRST <br /> <br /> Mr. Ron Higgins, Planner in the Department of Community <br />Development, stated that the Planning Commission recommended <br />approval of the special permit for the following reasons: 1) <br />It is in harmony with the Comprehensive Plan; and 2) It will <br />not have a significant adverse impact on the surrounding area <br />if conditions are met. <br /> <br /> Referring to the condition requiring that one parking <br />space per unit be assigned through a permanent easement <br />agreement for the four units at 425 First Street, Ms. <br />Daugherty questioned what would happen if this did not occur. <br /> <br /> Mr. Higgins replied that the special permit would be <br />void if conditions were not met. <br /> <br /> Ms. Katherine Womack, attorney for the owner of the <br />property, noted that the special permit will allow for the <br />smaller building to be sold but the existing use will be <br />continued. Ms. Womack stated that she felt there would be a <br />benefit to the community by increasing the tax base if <br />improvements are made to the building, the special permit <br />would bring the property more into compliance with Code <br />requirements, and the parking conditions are acceptable to <br />the owner. <br /> <br /> Ms. Genevieve Keller, 504 North 1st Street, asked <br />Council to deny the special permit as she felt it would <br />legitimize the non-conforming use of the property. Ms. <br />Keller stated that she supported the special permit on the <br />condition that the unit be converted into a two-family house. <br /> <br /> Rev. Edwards made a motion to deny the special permit <br />and Ms. Daugherty seconded the motion. <br /> <br /> Mr. Toscano stated that he did not see a public benefit <br />in granting the special permit and noted that the neighbors <br />are upset by the possibility of change. <br /> <br /> Ms. Slaughter stated that she would vote against the <br />special permit because she felt there should be a public <br />purpose and because there had been a concentrated effort in <br />the neighborhood to preserve single family residences. <br /> <br /> The resolution granting a~special permit to 423 and 425 <br />North First Street was unanimously denied by Council, with <br />Mr. Vandever absent for the vote. <br /> <br />RESOLUTION: APPROVING FY 93/94 COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM <br /> <br /> Ms. Neli Coleman, Grants Administrator in the Department <br />of Community Development, reviewed the programs recommended <br />to receive Community Development Block Grant funding for FY <br />93-94. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the Community Development Block Grant funding for FY 93-94 <br />was unanimously approved, with Mr. Vandever absent for the <br />vote. <br /> <br /> <br />
