56 RESOLUTION: THREE-YEAR REVIEW OF CDBG ORDINANCE Mr. Clyde Gouldman, City Attorney, explained that a sunset clause is included in the Community Development Block Grant ordinance which requires that the planning process be reviewed and approved every three years. On motion by Ms. Daugherty, seconded by Rev. Edwards, the resolution approving the Community Development Block Grant planning process was unanimously approved by Council, with Mr. Vandever absent for the vote. WHEREAS, Section 2-421 of Article XIII of Chapter 2 of the Code of the City of Charlottesville, 1990, as amended, requires City Council to review and approve every three years the Community Development Block Grant planning process and the operation of CDBG-related task forces; and WHEREAS, such review has been conducted and has been found to have fulfilled its intended purpose; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that Article XIII of Chapter 2 entitled "Community Development Block Grant Planning" is hereby continued and approved in its present form for another three (3) year period ending May 4, 1996, unless sooner changed by proper amendment. RESOLUTION: HIGHWAY PRIORITIES Mr. Hendrix explained that federal legislation now requires that highway priorities be listed in priority order. Mr. Hendrix continued that the projects under consideration are currently unfunded but are in the next set to receive funding. Ms. Daugherty recommended that the West Main Street Bridge be moved up in the priority listing because of the desire to renovate the train station, On motion by Mr. Toscano, seconded by Ms. Daugherty, the resolution designating highway priorities, with West Main Street Bridge over the Southern Railroad moved up to $1, was unanimously approved by Council, with Mr. Vandever absent. WHEREAS, the Metropolitan Planning Organization (MPO), pursuant to its regulations, has requested City Council to list highway projects in order of priority; and WHEREAS, this Council has considered the recommendations of the staff and reviewed the projects carefully; now, therefore, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the following highway projects, in order of priority, shall be submitted to the Virginia Department of Transportation: 1. West Main Street Bridge over the Southern Railroad 2. Jefferson Park Avenue over the Southern Railroad 3. Ivy Road from Emmet Street west to the Corporate limits 4. Fontaine Avenue 5. Emmet Street from 250 Bypass south to Jefferson Park Avenue BE IT FURTHER RESOLVED that the following ,'enhancement" projects," in order of priority, are hereby reaffirmed as approved by this Council on March 15, 1993: Preservation of Norfolk/Southern Trail Station and accompanying infrastructure (TOP PRIORITY)
