56 <br /> <br />RESOLUTION: THREE-YEAR REVIEW OF CDBG ORDINANCE <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that a <br />sunset clause is included in the Community Development Block <br />Grant ordinance which requires that the planning process be <br />reviewed and approved every three years. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />the resolution approving the Community Development Block <br />Grant planning process was unanimously approved by Council, <br />with Mr. Vandever absent for the vote. <br /> <br /> WHEREAS, Section 2-421 of Article XIII of Chapter 2 of <br />the Code of the City of Charlottesville, 1990, as amended, <br />requires City Council to review and approve every three years <br />the Community Development Block Grant planning process and <br />the operation of CDBG-related task forces; and <br /> <br /> WHEREAS, such review has been conducted and has been <br />found to have fulfilled its intended purpose; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that Article XIII of Chapter 2 <br />entitled "Community Development Block Grant Planning" is <br />hereby continued and approved in its present form for another <br />three (3) year period ending May 4, 1996, unless sooner <br />changed by proper amendment. <br /> <br />RESOLUTION: HIGHWAY PRIORITIES <br /> <br /> Mr. Hendrix explained that federal legislation now <br />requires that highway priorities be listed in priority <br />order. Mr. Hendrix continued that the projects under <br />consideration are currently unfunded but are in the next set <br />to receive funding. <br /> <br /> Ms. Daugherty recommended that the West Main Street <br />Bridge be moved up in the priority listing because of the <br />desire to renovate the train station, <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, <br />the resolution designating highway priorities, with West Main <br />Street Bridge over the Southern Railroad moved up to $1, was <br />unanimously approved by Council, with Mr. Vandever absent. <br /> <br /> WHEREAS, the Metropolitan Planning Organization (MPO), <br />pursuant to its regulations, has requested City Council to <br />list highway projects in order of priority; and <br /> <br /> WHEREAS, this Council has considered the recommendations <br />of the staff and reviewed the projects carefully; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the following highway <br />projects, in order of priority, shall be submitted to the <br />Virginia Department of Transportation: <br /> <br />1. West Main Street Bridge over the Southern Railroad <br />2. Jefferson Park Avenue over the Southern Railroad <br />3. Ivy Road from Emmet Street west to the Corporate <br /> limits <br /> 4. Fontaine Avenue <br />5. Emmet Street from 250 Bypass south to Jefferson <br /> Park Avenue <br /> <br /> BE IT FURTHER RESOLVED that the following ,'enhancement" <br />projects," in order of priority, are hereby reaffirmed as <br />approved by this Council on March 15, 1993: <br /> <br />Preservation of Norfolk/Southern Trail Station and <br />accompanying infrastructure (TOP PRIORITY) <br /> <br /> <br />
