Removal of billboards in the City <br />5o Undergrounding of utilities on West Main Street, <br /> Market Street, Water Street and High Street <br /> <br />ORDINANCE: REZONING PROPERTY ON MILLMONT STREET FROM B-1 TO B-3 <br /> <br /> Mr. Higgins stated that the Planning Commission <br />recommended ~approval of the rezoning for the following <br />reasons: 1) It is in harmOny with the Comprehensive Plan/ <br />Land Use Plan; and 2) The proposed uses would be compatible <br />with the predominant uses along Millmont Street. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br />DISTRICT MAP INCORPORATED IN SECTION 34-15 OF THE ZONING <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br />AS AMENDED, BY THE REZONING OF CERTAIN PROPERTY LOCATED ON <br />MILLMONT STREET" was offered and carried over to the next <br />meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />ORDINANCE: GAS LINE EXTENSION <br /> <br /> Mr. Gouldman explained that the Department of Public <br />Works has requested that Council amend the ordinance which <br />currently provides 150 feet of gas connection line at no <br />charge by giving the Gas Superintendent the authority to <br />determine whether the City's investment is worthwhile. Mr. <br />Gouldman stated that the request was prompted by a new <br />product on the market which is used to start woodburning <br />fires but otherwise uses no gas. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the ordinance regarding gas line extensions was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: DONATION OF PROPERTY ON JOHN STREET TO CHARLOTTESVILLE <br />HOUSING FOUNDATION/MIDWAY HOUSING <br /> <br /> Mr. Hendrix explained that the issue of donating <br />property on John Street to the Charlottesville Housing <br />Foundation/Midway Housing was originally scheduled to be <br />considered by Council at the May 17th meeting but Council is <br />being asked to consider the matter at this time in order to <br />better take advantage of the construction season. <br /> <br /> Mr. Higgins stated that the Charlottesville Housing <br />Foundation (CHF) has requested that the City donate four lots <br />on John Street for construction of single family, low- <br />income, owner-occupied housing. Mr. Higgins stated that the <br />lots are near but physically separate from Venable School and <br />the schools have indicated that the property is not of use to <br />themi Mr. Higgins continued that CHF will attempt to <br />relocate public housing tenants into the units. Mr. Higgins <br />stated that the Planning Commission has recommended that the <br />property be donated and added that the neighborhood has <br />endorsed the project. <br /> <br /> Rev. Edwards asked which ~type of heat will be used for <br />the houses. <br /> <br /> Mr. Bob Newman, representing the Charlottesville Housing <br />Foundation, replied that either gas or a high-efficiency heat <br />pump will be used and noted that the initial cost of <br />installing a heat pump is lower and it is more expensive to <br />install both gas and air conditioning. <br /> <br /> <br />
