Edwards stated that he thought gas was more <br />efficient. <br /> <br /> Mr. Hendrix stated that he would ask staff from the Gas <br />Division to work with the Housing Foundation and stated that <br />gas heat is less expensive to operate and would be better for <br />the families who are proposed to purchase the houses. <br /> <br /> Ms. questioned whether Council could require <br />that Daugherty <br /> persons buying the units be City residents if they are <br />unable to find public housing tenants and Mr. Newman stated <br />that the Housing Foundation has indicated that it would like <br />to give priority to a Venable neighborhood resident. <br /> <br /> Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. Toscano stated that he hoped a process could be <br />developed which Councilors are comfortable with and which <br />will send a clear signal to staff and citizens of what the <br />City is trying to do by restructuring. <br /> <br /> Mr. Vandever stated that while changes need to be made <br />to address the short-term revenue problems, the opportunity <br />also exists to take a broader look at the City organization. <br /> <br /> Mr. Hendrix stated that he felt the City has the <br />opportunity to restructure the organization to better fit <br />with the future, financial structure. Mr. Hendrix suggested <br />that Council establish a process to deal with the short-term <br />revenue shortfall as well as the longer term process of <br />determining the appropriate size and structure of government. <br /> Mr. Hendrix stated that the community should be involved in <br />establishing priority programs and that if necessary, the <br />least essential programs should be eliminated and the most <br />essential strengthened. Mr. Hendrix stated that the roles of <br />council, the public and staff needed to be established in the <br />process as well as timelines and any necessary guidelines and <br />parameters to be considered. <br /> <br /> <br />
