58 Rev. Edwards stated that he thought gas was more efficient. Mr. Hendrix stated that he would ask staff from the Gas Division to work with the Housing Foundation and stated that gas heat is less expensive to operate and would be better for the families who are proposed to purchase the houses. Ms. questioned whether Council could require that Daugherty persons buying the units be City residents if they are unable to find public housing tenants and Mr. Newman stated that the Housing Foundation has indicated that it would like to give priority to a Venable neighborhood resident. Rev. Edwards made a motion to donate the four lots on John Street to the Charlottesville Housing Foundation/Midway Housing, Ms. Daugherty seconded the motion and the ordinance was carried over to the next meeting for consideration. Mr. Toscano requested that the information provided address the target price and income of owners, how permanent affordability will be built into the sale, whether land trust is a possibility and information on neighborhood involvement. THE PROPOSED AGENDA IS AS FOLLOWS: WORK SESSION: Organizational Restructuring BY ORDER OF THE MAYOR BY Jeanne Cqx (signed) COMMUNITY DEVELOPMENT CONFERENCE ROOM - May 11, 1993 Council met in special session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Mr. Toscano stated that he hoped a process could be developed which Councilors are comfortable with and which will send a clear signal to staff and citizens of what the City is trying to do by restructuring. Mr. Vandever stated that while changes need to be made to address the short-term revenue problems, the opportunity also exists to take a broader look at the City organization. Mr. Hendrix stated that he felt the City has the opportunity to restructure the organization to better fit with the future, financial structure. Mr. Hendrix suggested that Council establish a process to deal with the short-term revenue shortfall as well as the longer term process of determining the appropriate size and structure of government. Mr. Hendrix stated that the community should be involved in establishing priority programs and that if necessary, the least essential programs should be eliminated and the most essential strengthened. Mr. Hendrix stated that the roles of council, the public and staff needed to be established in the process as well as timelines and any necessary guidelines and parameters to be considered.
