72 On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING SECTIONS 31-29, 31-56, 31-57, 31-59, 31-60, 31-61, 31-153, AND 31-156 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO UTILITY RATES, DEPOSITS AND FEES" was offered and carried over to the next meeting for consideration. REQUEST: $60,000 ADVANCE TO MACAA SUMMER EMPLOYMENT PROGRAM Mr. Hendrix explained that the Monticello Area Community Action Agency was again requesting that the City advance funds for the Summer Employment Program because the federal funds are not received by MACAA until the end of the summer. APPROPRIATION: PROGRAM $60,000 - ADVANCE TO MACAA SUMMER EMPLOYMENT On motion by Mr. Toscano, seconded by Rev. Edwards, the $60,000 appropriation for the advance to the MACAA Summer Employment Program was offered and carried over to the next meeting for consideration° STAFF REPORT: LARGE ITEM PICKUP Mr. Bruce McNabb presented the revised proposal for large item pickup: reduce the length of time that material can be on the.street to 36 to 48 hours and schedule the more visually offensive items to be picked up earlier in the week. Mr. McNabb recommended that the system be done on a six-month trial basis. Mr. McNabb stated that having a~centralized collection point was considered but there was concern about abuse of such a system. Ms. Slaughter stated that she liked the revisions proposed, but would prefer that the items only be allowed on the street 24 hours before collection. Mr. Toscano suggested that using a combination of City employees and private haulers for the large item pickups be tried, using the money available in the "green fund." Ms. Daugherty made a motion to adopt Mr. McNabb's revised proposal, allowing 48 hours before collection. motion died for lack of a second. The On motion by Ms. Slaughter, seconded by Rev. Edwards, the revised large item pickup proposed, with the collection time reduced to 24 hours, was unanimously approved by Council. Ms. Muriel Wiggins questioned whether people were required to remove doors from refrigerators and freezers before placing these items at the curb and Mr. Hendrix replied that this was currently required. STAFF REPORT: HIGH STREET PARKING LOT DESIGN COMMITTEE Mr. Clyde Gouldman, City Attorney, reviewed the proposed charge and membership for the High Street Parking Lot Design Committee as follows: the Committee shall meet with the developers on an ad hoc basis to provide design guidance from the City and community perspective and shall act to help coordinate the review and approval process. The Committee will not replace the authority of the Board of Architectural Review nor the Planning Commission. The Committee shall consist of one representative from the following: City Council, Planning Commission, Charlottesville Industrial Development Authority, Board of Architectural Review, Urban Design Committee, North Downtown Residents Association Board, professional/merchant, Temple Beth Israel synagogue, Charlottesville-Albemarle BAR Association.
