72 <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 31-29, 31-56, 31-57, 31-59, 31-60, 31-61, 31-153, <br />AND 31-156 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br />AS AMENDED, RELATING TO UTILITY RATES, DEPOSITS AND FEES" was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />REQUEST: $60,000 ADVANCE TO MACAA SUMMER EMPLOYMENT PROGRAM <br /> <br /> Mr. Hendrix explained that the Monticello Area Community <br />Action Agency was again requesting that the City advance <br />funds for the Summer Employment Program because the federal <br />funds are not received by MACAA until the end of the summer. <br /> <br />APPROPRIATION: <br /> <br />PROGRAM <br /> <br />$60,000 - ADVANCE TO MACAA SUMMER EMPLOYMENT <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, the <br />$60,000 appropriation for the advance to the MACAA Summer <br />Employment Program was offered and carried over to the next <br />meeting for consideration° <br /> <br />STAFF REPORT: LARGE ITEM PICKUP <br /> <br /> Mr. Bruce McNabb presented the revised proposal for <br />large item pickup: reduce the length of time that material <br />can be on the.street to 36 to 48 hours and schedule the more <br />visually offensive items to be picked up earlier in the week. <br />Mr. McNabb recommended that the system be done on a six-month <br />trial basis. Mr. McNabb stated that having a~centralized <br />collection point was considered but there was concern about <br />abuse of such a system. <br /> <br /> Ms. Slaughter stated that she liked the revisions <br />proposed, but would prefer that the items only be allowed on <br />the street 24 hours before collection. <br /> <br /> Mr. Toscano suggested that using a combination of City <br />employees and private haulers for the large item pickups be <br />tried, using the money available in the "green fund." <br /> <br /> Ms. Daugherty made a motion to adopt Mr. McNabb's <br />revised proposal, allowing 48 hours before collection. <br />motion died for lack of a second. <br /> <br />The <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />the revised large item pickup proposed, with the collection <br />time reduced to 24 hours, was unanimously approved by <br />Council. <br /> <br /> Ms. Muriel Wiggins questioned whether people were <br />required to remove doors from refrigerators and freezers <br />before placing these items at the curb and Mr. Hendrix <br />replied that this was currently required. <br /> <br />STAFF REPORT: HIGH STREET PARKING LOT DESIGN COMMITTEE <br /> <br /> Mr. Clyde Gouldman, City Attorney, reviewed the proposed <br />charge and membership for the High Street Parking Lot Design <br />Committee as follows: the Committee shall meet with the <br />developers on an ad hoc basis to provide design guidance from <br />the City and community perspective and shall act to help <br />coordinate the review and approval process. The Committee <br />will not replace the authority of the Board of Architectural <br />Review nor the Planning Commission. The Committee shall <br />consist of one representative from the following: City <br />Council, Planning Commission, Charlottesville Industrial <br />Development Authority, Board of Architectural Review, Urban <br />Design Committee, North Downtown Residents Association Board, <br />professional/merchant, Temple Beth Israel synagogue, <br />Charlottesville-Albemarle BAR Association. <br /> <br /> <br />
