80 <br /> <br />ORDINANCE: UTILITY RATERS (2nd reading) <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Rita <br /> Scott,~ Director of Finance, stated that the Gas Advisory~ <br /> Committee had recommended that the cut-on fee for seasonal gas <br /> users be increased because the work involved is the same as <br /> when new customers are added. <br /> <br /> Ms. ~Slaughter stated that she did not favor increasing <br /> the cut-on fee and felt it was a small way to encourage <br /> conservation. Ms. Slaughter added that she felt the cost to <br /> the City for the service seemed too high and thought it should <br /> be looked into further. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, the <br />ordinance was unanimously amended to return the seasonal <br />cut-on fee to $10. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the <br />sewer rate of $9.69 was unanimously adopted. <br /> <br /> Ms. Slaughter recommended that a mid-year discussion be <br />held regarding the expected $280,000 refund from Rivanna Water <br />and Sewer Authority as a result of the City's renegotiated <br />contribution toward water line replacement. <br /> <br /> Mr. Toscano stated that he would like the Gas Advisory <br />Committee to look at the issue of the City utility's payment <br />in lieu of taxes, comparing what other communities contribute, <br />in order to demonstrate to the public that there is a rational <br />basis for the amount set. Mr. Toscano stated that he would <br />also like a costing out of gas extensions into the County and <br />would like to have the new financial formula monitored and <br />refined as needed. Mr. Toscano continued that he would like <br />to know the actual indirect costs of utility management. <br /> <br /> Ms. Scott stated that an independent study is conducted <br />every year regarding indirect costs. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REORDAINING SECTIONS 31-29, 31-56, 31-57, 31-59, 31-60, 31-61, <br />31-62, 31-153, AND 31-156 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO UTILITY RATES, <br />DEPOSITS AND FEES," as amended, which was offered at the June <br />7th meeting, was approved by the following vote. Ayes: Ms. <br />Daugherty, Rev.
