80 ORDINANCE: UTILITY RATES (2nd reading) Responding to a question from Ms. Daugherty, Ms. Rita Scott, Director of Finance, stated that the Gas Advisory Committee had recommended that the cut-on fee for seasonal gas users be increased because the work involved is the same as when new customers are added. Ms. Slaughter stated that she did not favor increasing the cut,on fee and felt it was a small way to encourage conservation. Ms. Slaughter added that she felt the cost to the City for the service seemed too high and thought it should be looked into further. On motion by MSo Slaughter, seconded by Mr. Vandever, the ordinance was unanimously amended to return the seasonal cut-on fee to ~10. On motion by Ms. Daugherty, seconded by Rev. Edwards, the sewer rate of ~9.69 was unanimously adopted. Ms. Slaughter recommended that a mid-year discussion be held regarding the expected $280,000 refund from Rivanna Water and Sewer Authority as a result of the City's renegotiated contribution toward water line replacement. Mr. Toscano stated that he would like the Gas Advisory Committee to look at the issue of the City utility,s payment in lieu of taxes, comparing what other communities contribute, in order to demonstrate to the public that there is a rational basis for the amount set. Mr. Toscano stated that he would also like a costing out of gas extensions into the County and would like to have the new financial formula monitored and refined as needed. Mr. Toscano continued that he would like to know the actual indirect costs of utility management. Ms. Scott stated that an independent study is conducted every year regarding indirect costs. The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING SECTIONS 31-29, 31-56, 31-57, 31-59, 31-60, 31-61, 31-62, 31-153, AND 31-156 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO UTILITY RATES, DEPOSITS AND FEES,,, as amended, which was offered at the June 7th meeting, was approved by the following vote.
