107 <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />Council voted to meet in executive session as authorized by <br />Section 2.1-344(a)(1) and (3) of the Virginia Freedom of <br />Information Act for the purpose of appointing members to <br />various City ~boards or agencies and for the purpose of <br />considering the acquisition or use of real property for <br />public purpose, or the disposition of publicly held property, <br />more specifically described as the East High Street parking <br />lot. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Slaughter, seconded by Mr. Toscano, Council certified, with <br />Rev. Edwards absent, that, to the best of each member's <br />knowledge (i) only public business matters lawfully exempted <br />from open meeting requirements by Virginia law were discussed <br />in the executive meeting to which this certification <br />resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the <br />executive meeting were heard, discussed or considered by the <br />Council. <br /> <br /> ~~~dj ourned./ ~4~-~ ~ <br />PreSidentTM' ~-~Ci~ <br /> <br />COUNCIL CHAMBER - August 16, 1993 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever. Absent: Ms. Daugherty. <br /> <br />PUBLIC <br /> <br /> Mr. James Brown, 520 8th St., N.E., stated that.in <br />February he had sent a petition of grievance to Council but <br />Council never acknowledged receipt of the petition. Mr. <br />Brown stated that he was an employee of the Department of <br />Social Services/Community Attention Program and had filed a <br />grievance but had received no satisfaction from the grievance <br />procedure. Mr. Brown requested that Council acknowledge the <br />petition previously filed in some way. <br /> <br /> Mr. vandever stated that Council had taken no action on <br />the petition, though Council has looked at broader issues <br />raised previously by Mr. Brown. <br /> <br /> Ms. Slaughter stated that she had written to acknowledge <br />receipt of the petition by Mr. Brown and added that Council <br />continually focuses on the broader issues raised by Mr. <br />Brown. <br /> <br /> Rev. Edwards noted that Council never formally discussed <br />whether or not to take action with regard to the petition <br />filed by Mr. Brown. <br /> <br /> Mr. Hendrix explained that Mr. Brown has been through <br />the City's grievance procedure and noted that State law does <br />not provide an appeal to Council on such personnel issues, <br />other than the broader issues of discrimination raised by Mr. <br />Brown. <br /> <br /> Mr. Brown stated that Council should consider him as <br />speaking for a class of people, not just for himself as an <br />individual. <br /> <br /> <br />
